Phase 7 is the one phase in this cluster where two official-ish record systems disagree about which city it is even in. Zameen’s own location taxonomy files “Bahria Town Phase 7” under Rawalpindi. CDA’s Zone-5 register separately carries a “Bahria Town, Phase VII” entry as an Islamabad scheme. Neither source resolves it, and it matters: the answer decides which FBR table taxes your plot, which civic authority you deal with, and which NOC regime applies.

Bahria Town Rawalpindi is a privately sponsored scheme under the ordinary Rawalpindi Development Authority (RDA) layout-plan/NOC regime — not a separate statutory authority the way DHA is. RDA’s own housing-societies register (checked 3 Sep 2026) carries three lines under this brand: a combined “Bahria Town (Phase-I,II&III (Partially))” approved entry over 2,368.14 Kanal at Kotha Kalan (transfer deed & bank guarantee submitted in place of mortgage deed, updated 3 Feb 2026); two separate “Bahria Town Phase-VIII” approved entries (5,954 Kanal at Shahpur and 11,545.85 Kanal at Gali); and, on the illegal list, “Bahria Town Phase VIII Extension” (Mouza Dhara, Bahria Town Expressway) plus a differently-located “Bahria Town Phase IX, VIII” at Lari Miana, Adyala Road. Phases IV, V, VI and VII do not appear as their own named line on either RDA list — on the Islamabad side, CDA’s own Zone-5 register separately carries a “Bahria Town, Phase VII” entry, which is the jurisdiction split this page exists to explain.

The honest part

  • The Islamabad/Rawalpindi split is not academic. It changes your FBR table (this page's Rs 3,966.9/sq ft Rawalpindi row, or an Islamabad ICT-table rate we could not locate this pass), your NOC regime, and your civic authority.
  • Phase 7's residential FBR rate already dropped once — the only phase in 1–7 to do so — which is at minimum a signal FBR itself treats it differently from the older phases.
  • CDA's own Zone-5 register shows mixed NOC statuses across the several “Bahria” entries in that zone — do not assume Phase 7's status without checking the specific entry yourself.

What to ask before you pay

  • “Is my block on CDA's Islamabad register or RDA's Rawalpindi one — in writing?” This is the single most important question for Phase 7.
  • “Which FBR table applies to my transaction?”
  • “What is the current NOC status on whichever register applies?”

Against Bahria Enclave, plainly

Phase 7 is a large, actively-traded phase (171 live listings) with a genuinely unresolved jurisdictional question attached — something no other phase in this cluster carries quite so starkly. Bahria Enclave has a single, unambiguous regulator (CDA, Zone IV) and a compliance record published in full rather than split across two registers.

Bahria Enclave’s own location page puts Bahria Town Rawalpindi (all eight phases, as one scheme-wide figure) at roughly 44 km away, off GT Road — a different city, a different regulator, a different drive. We do not have an independently verified phase-level breakdown of that figure, so we are not splitting it further here; treat 44 km as the planning distance from the Enclave corridor regardless of which phase you are looking at.
