Ask three sources which district Mumtaz City sits in and you get three different answers. None of them is wrong; they are using different definitions of the same land.

Ask Zameen which district Mumtaz City is in and it says Islamabad. Ask RDA or FBR and both say Rawalpindi. Ask OpenStreetMap and it says Tehsil Fateh Jang, District Attock. All three are real, dated sources, and none of them agrees. This is not a trick question with one right answer; it is what happens on the administrative edge of three jurisdictions, and it is worth knowing before you ask which land office actually processes your mutation.

The report does not separate which building was in which scheme — we say so rather than assign blame to either.

228 live listings at fetch time: 180 Residential, 48 Commercial. No plot-file category at all — Zameen's Plot Files page for Mumtaz City returns a 404. Unlike the file-heavy corridor around it, this reads as a possession market, not a paper market.

The honest part

  • Three different jurisdictions named for one scheme is not academic. Ask which land revenue office (Rawalpindi, Attock or elsewhere) actually processes mutation for your specific block before you assume the answer.
  • 1,502.58 Kanal of the approved extension has its transfer-and-mortgage deed still “in process” on RDA's own register. If your plot sits in that extension, ask directly whether that step has completed.
  • An RDA enforcement action in July 2026 named Mumtaz City alongside an adjoining scheme without separating which buildings belonged to which. It is a live signal that enforcement is active in the immediate area, even without a building-by-building answer.
  • “Mumtaz City Road” is not the same thing as Mumtaz City. The Avenue Housing Scheme sits on the same road and is, separately, on RDA's illegal list.

What to ask before you pay

  • “Which district does the land revenue record show for mutation — Rawalpindi or Attock?” Get the tehsil and patwar circle in writing.
  • “Is this block inside the original 3,328.79 Kanal, or the 1,502.58-Kanal extension?” And if the extension, has the transfer-and-mortgage deed completed?
  • “Is this plot on Mumtaz City Road but inside The Avenue Housing Scheme?” The road name alone does not answer it.
  • “Was any building on this block affected by the July 2026 sealing action?”

Against Bahria Enclave, plainly

Mumtaz City's possession-heavy, file-free resale market (228 listings, no plot-file category) is a genuinely different product from the file-driven corridor around it, and closer in character to a built-out CDA sector than to a pre-launch scheme. Bahria Enclave's governance story is more legible — one authority, one register, published notices — against Mumtaz City's three-jurisdiction ambiguity.

If what you want is a plot you can build on now inside this price band, Mumtaz City's possession depth is a real advantage. Confirm the jurisdiction question first; it decides which office you deal with for the next thirty years, not just for the transfer.
