Park View City — the NOC Story, Start to Finish
Four years of litigation compressed into a sequence you can actually follow — and what the register says today.
No question in this corridor gets asked more often than whether Park View City’s NOC is real. The answer is a sequence, not a yes or no, and once you see the sequence it stops being confusing.

What remains genuinely unconfirmed: how the 1,067.90 Kanal on the register maps onto the various sub-brands marketed under this name. If you are buying in a block described as an extension or a later phase, ask specifically whether that land is inside the registered area.
What FBR values it at — the number that decides your tax
Advance tax under §236K and §236C is computed on FBR’s notified value, not on what you pay. Almost nobody publishes these per area, so here they are, with the notification they come from.

Asking prices — what is listed, and what that is worth knowing

These are first-page samples with outliers left in deliberately. The useful comparison is not the extremes but the fact that Park View’s 1 Kanal band overlaps almost exactly with Bahria Enclave’s — the two are direct competitors at that size.
The honest part
- The restored NOC covers the registered area. Sub-brands, extensions and later blocks are the place to ask questions, because the register records one acreage figure and the market uses several names.
- A restored NOC is not the same as never having lost one. The 2018–2022 sequence is closed, but it happened, and it is why buyers keep asking.
- Block-level demand is real and unanswered online. Buyers search specific block letters; almost nothing sourced exists for them, which is usually where the price spread lives.
What to ask before you pay
- “Is this block inside the 1,067.90 Kanal on CDA’s register?”
- “Show me the plot on the approved layout plan” — required to be displayed at the booking office under CDA’s 20 August 2026 directive.
- “Possession or file?” The listing bands above contain both.
Against Bahria Enclave, plainly
These two genuinely compete. Same corridor, overlapping 1 Kanal pricing, similar buyer. Park View City’s advantage is a cleaner current register line and a marketing machine that has made it the better-known name. Bahria Enclave’s is depth: sixteen sectors, a far larger daily resale market, and a layout plan we have digitised sector by sector so you can see exactly which parcels the approved plan excludes.
Both have paperwork worth reading before you buy. The difference in how we treat that is the whole point of this site: we publish our own scheme’s CDA notices, in full, on the page most likely to lose us the sale.

Park View City, sequenced
Yes, as the record stands. The sequence: NOC issued 1 June 2018; declared void by the Islamabad High Court around 2020, reportedly on the ground that it was issued without lawful authority and jurisdiction; restored by the Supreme Court on 20 October 2022; restored administratively by CDA on 7 December 2022. CDA's register today shows Zone 4, 1,067.90 Kanal, layout plan approved and NOC in place, and we found no later adverse court action.
They compete directly at 1 Kanal and the honest answer depends on what you weigh. Park View City has the cleaner current register line and the stronger brand. Bahria Enclave has far more depth — sixteen sectors, a much larger daily resale market, and a digitised approved layout plan you can inspect parcel by parcel. Both have documents worth reading; we publish our own scheme's CDA notices in full rather than only the flattering half.
That is the question to ask, and we cannot answer it generically. CDA's register records 1,067.90 Kanal, while several sub-brands and later blocks are marketed under the Park View name. Before buying in anything described as an extension, a downtown or a later phase, ask for that block to be located inside the registered area on the approved layout plan.
