Fazaia Housing Scheme, Tarnol — Not the Scheme in the Headlines

The brand name “Fazaia Housing Scheme” is attached to at least four different pieces of land and one unrelated national scandal. This page is specifically about the one in Tarnol, Islamabad.

Not the Karachi NAB caseFBR values 'Fazaia' 4 ways307 live listings

Search “Fazaia Housing Scheme” and much of what comes back is about a completely different, Karachi-based scandal — not this scheme. That case involved NAB, the Sindh High Court, roughly Rs 18.2 billion collected and about Rs 15 billion returned to some 5,305 people (Dawn and The News, 2020–2022), a joint venture with M/s Maxim Properties. It has nothing to do with the Fazaia Housing Scheme at Tarnol, on Islamabad's western edge, which is what this page covers. We say this first because it is the single most important thing to get right before reading anything else below.

What the record actually says

Fazaia Housing Scheme, Tarnol — status and authority, from primary sources
FactWhat the source says
What this scheme isA Pakistan Air Force-linked housing development at Tarnol, on Islamabad's western edge near the Tarnol interchange. We could not locate a primary government document naming the exact statutory framework it operates under, and we say that plainly rather than imply we verified one.
CDA registerAbsent from both of CDA's lists, checked 3 Sep 2026.
RDA registerNo entry for “Fazaia Tarnol” itself on either RDA list. A separately named “Fazaia Housing Scheme (Extension)” sits on RDA's illegal list, at Mouza Vanni, Fateh Jang Road — a different location. We could not establish whether this Extension is administratively linked to the Tarnol scheme, and are not asserting that it is.
PHATAPHATA's own website lists only its own affordable-housing schemes, with no searchable private-scheme approval register to check this one against — there is nothing to confirm or deny from PHATA's public pages.
Not this scheme, despite the shared brandThe Rawalpindi FBR table separately values a “Fazaia” at three other mauzas — Gangal, Falcon Complex (Fazaia Colony), and Wani in Taxila — at three very different rates. None of these is Tarnol.

Four pieces of land and one unrelated national scandal, one shared brand name. Ask which one you are being shown before assuming any fact about “Fazaia” applies to your plot.

What we are not printing. Several claims repeated across dealer and aggregator pages — that Fazaia Tarnol “covers 5,000 Kanal”, was “visualised in 1986”, “launched August 1989” or “balloted November 2005” — trace only to those dealer pages. PAF's own portal did not resolve for us on 3 Sep 2026, so we could not verify any of them against a primary source, and we are not repeating them here.

What FBR values it at — the number that decides your tax

Advance tax under §236K and §236C is computed on FBR’s notified value, not on what you pay. Almost nobody publishes these per area, so here they are, with the notification they come from.

Fazaia Housing Scheme, Tarnol FBR valuation
CategoryNotified value
“PAF Fazaia Tarnol” — ICT ladder, the row that matches this scheme's actual locationRs 17,500/sq yd — S.R.O. 644(I)/2026, 16 Apr 2026, grouped with Zaraj, F-17, G-15 (possession) and C-15
Gangal, Fazaia Housing Scheme (Rawalpindi table — a different mauza, not Tarnol)Off road, residential Rs 10,110.2/sq ft · on road, commercial Rs 12,225.9/sq ft
Falcon Complex, Fazaia Colony (Rawalpindi table — a different scheme, not Tarnol)Residential Rs 5,880.0–7,039.5/sq ft · commercial Rs 14,907.2–18,219.8/sq ft
Wani, Taxila, Fazaia Housing Society (Rawalpindi table — a different tehsil, not Tarnol)Residential Rs 1,573.2/sq ft

FBR values something called “Fazaia” in four different places across two tables. Only the ICT ladder's “PAF Fazaia Tarnol” row is at this scheme's actual location — the other three are different mauzas under the Rawalpindi table, at rates that do not apply here. Ask your seller which row they are using before you compute tax; see the full ICT ladder for context. Work your own number on the plot cost calculator.

307 live listings at fetch time: 298 Residential, 9 Commercial — no plot-file category (the Plot Files page 404s), the deepest resale market of the six areas in this research wave. Two blocks (D and C) are nearly doubling in a year while three others sit flat — ask what specifically changed in D and C before assuming the scheme average applies to your block.

The honest part

  • The brand-name collision with the Karachi scandal is a real risk in both directions — a buyer might wrongly dismiss this scheme over unrelated headlines, or a seller might vaguely gesture at “the Fazaia name” to imply a scale or history that belongs to a different project.
  • Four incompatible FBR values share the word “Fazaia”. Using the wrong one under-pays or over-pays your advance tax — confirm the ICT ladder's Tarnol-specific row before you compute anything.
  • RDA's illegal-list “Fazaia Housing Scheme (Extension)” is at a different mauza (Vanni, Fateh Jang Road), and we could not confirm it is unrelated to this scheme either. If a seller mentions an “extension”, ask exactly where it is.
  • Block-level growth is wildly uneven — nearly doubling in D and C, flat in G. Do not price a flat block off a doubling one.

What to ask before you pay

  • “Which FBR row does your accountant actually use for this plot — the ICT ladder or a Rawalpindi-table row?” Get it in writing.
  • “Is this plot in the Tarnol scheme itself, or in something called a ‘Fazaia Extension’?”
  • “Which block, specifically — and why has it moved the way it has this year?”
  • “Can you show me any Pakistan Air Force or government document naming this scheme directly?” We could not source one ourselves, and asked plainly is the fair way to close that gap.

Against Bahria Enclave, plainly

Fazaia Tarnol's headline average (Rs 1.94 Cr) sits close to several mid-market schemes in this corridor, with the deepest resale liquidity of the six areas we researched this wave. What it does not have, that Bahria Enclave does, is a single clear regulator publishing a compliance record in public — we have less primary-source visibility into Fazaia Tarnol's own governing framework than into Bahria Enclave's CDA file, and we say that as a limitation rather than smoothing over it.

If liquidity and an established resale market matter most to you, Fazaia Tarnol's 307 listings are a genuine strength. Get the FBR row and the block right, and ask the governance question directly rather than assuming a familiar name answers it.

The rest of the city, read the same way

Same four things on every one: CDA’s register badge, the notices attached to it, FBR’s notified value, and dated asking prices.

And the story that runs through all of them: CDA’s 2025–26 enforcement wave.

FAQs

Fazaia Tarnol, disambiguated

No. The widely reported 'Fazaia Housing Scheme' scandal — NAB and Sindh High Court proceedings, roughly Rs 18.2 billion collected and about Rs 15 billion returned to around 5,305 people — concerns a scheme in Karachi, a joint venture with M/s Maxim Properties. It is a completely different project from the Fazaia Housing Scheme at Tarnol, Islamabad, which this page covers. Anyone searching the brand name will land on those headlines; they do not apply here.

It does not appear on CDA's register, and we could not find an entry for it under its own name on RDA's register either — though a separately named 'Fazaia Housing Scheme (Extension)' at a different location (Mouza Vanni, Fateh Jang Road) does sit on RDA's illegal list, and we could not confirm whether that is linked to this scheme. PHATA's public pages list no searchable private-scheme register to check against at all. We report this gap directly rather than imply we checked something we could not.

FBR's ICT valuation ladder (S.R.O. 644(I)/2026) lists 'PAF Fazaia Tarnol' at Rs 17,500 per square yard — the row that actually matches this scheme's Tarnol location. Separately, FBR's Rawalpindi table values three other, different 'Fazaia'-branded mauzas at three different rates; none of those apply to a Tarnol plot. Confirm which row your seller or accountant is using.

Block D and Block C prices rose roughly 81% and 94% respectively over the past year, while Block G stayed essentially flat, per Zameen's data fetched 3 September 2026. We could not establish the specific cause from public data — likely candidates include development progress or possession status — so ask directly what changed in the fast-moving blocks before pricing off the scheme-wide average.

Ye Karachi wala 'Fazaia' scandal scheme bilkul nahi hai — wo alag city, alag mamla hai. Is Tarnol scheme ke liye humein CDA ya RDA ka koi seedha register entry nahi mila apne naam se, is liye governance ka sawal khud seller se poochein. Tax ke liye sahi FBR row (ICT ladder, 'PAF Fazaia Tarnol', Rs 17,500/sq yard) use karein, Rawalpindi table ke doosre 'Fazaia' rows is par apply nahi hote.
