Bani Gala — Legality Is a Per-Plot Question
There is no “Bani Gala NOC” to produce, because Bani Gala is not a scheme. What exists instead is a court history and a per-plot answer.
Bani Gala is not a housing scheme, and that is the single most useful thing to know about it. It is a notified locality on the Rawal Lake side of the corridor — the same road that carries Bahria Enclave traffic — where legality attaches to individual plots and leases, not to a scheme-wide NOC. It appears in neither of CDA’s two registers, and correctly so.
Which means: nobody can show you a “Bani Gala NOC”, and anyone who offers to is showing you something else.

Ranges this wide are not noise. In a locality where each plot carries its own status, view, access and build history, the spread is the information — and the cheap end usually has a reason attached to it.
The honest part
- There is no scheme-level clearance to rely on. Diligence is per plot: the lease, the build date against the 2018 cut-off, access, and whether the land is inside any unapproved scheme operating locally.
- An unapproved scheme is operating inside the locality as of CDA’s 25 August 2026 notice. Ask explicitly whether the plot you are shown belongs to it.
- Slope, access and lake proximity drive both value and buildability here far more than in a planned sector, and they are not visible in a listing photograph.
- Search demand here skews to houses and rent, not plots — a hint that this is a place people live rather than a place people trade. Liquidity on exit is thinner than in a sector with hundreds of comparable plots.
What to ask before you pay
- “Show me the lease or title document for this specific plot.”
- “When was anything on it built?” The 2018 cut-off is a real line.
- “Is this part of any scheme, and if so which?” Then check that name against CDA’s two lists yourself.
- “What is the legal access to the plot?” Not the track everyone uses — the recorded access.
Against Bahria Enclave, plainly
Bani Gala and Bahria Enclave are on the same road and could not be more different as purchases. The Enclave is a planned society with a layout plan you can read, a transfer office, and a compliance file we publish. Bani Gala is older, greener, closer to the lake, and every plot is its own legal investigation.
For a buyer who wants a view and a house and has the patience to do plot-level diligence, Bani Gala can be genuinely rewarding. For a buyer who wants a clean paper trail and an exit in three years, the Enclave is the easier instrument — and the one where I can actually check the record for you in an afternoon.

The question has no scheme-level answer, because Bani Gala is not a housing scheme — it is a notified locality, absent from both of CDA's registers. Legality attaches to individual plots, leases and build dates. The 2018 Supreme Court proceedings set the framework most people are half-remembering: construction existing by 30 March 2018 to be regularised, later construction liable to removal. So the honest answer is: some of it, and yours has to be checked on its own papers.
No, and nobody can. There is no sponsoring society to hold one. If someone offers you a 'Bani Gala NOC' they are showing you a document for something else — possibly for a scheme operating inside the locality, and CDA served a final show-cause notice on 25 August 2026 against exactly such an unapproved scheme there, after notices running from 2016 to 2025 went unanswered.
Because each plot carries its own status. On 2 September 2026, Zameen showed 5 Marla listings from Rs 28 Lac to Rs 2.71 Crore — a ten-fold range in one size. Slope, access, view, lease status and build history all move value here in ways a planned sector's uniform grid does not. FBR itself values Lake View Street at Rs 35,000 a square yard against Rs 24,500 for Bani Gala generally.
