A government-backed project, not a private society
DHA Margalla Enclave is a joint venture between the Defence Housing Authority Islamabad-Rawalpindi and the Capital Development Authority, spanning roughly 10,000 kanal in CDA Zone IV on the Jinnah Avenue (formerly Kuri Road) corridor — the same belt as Bahria Enclave, Park View City and Park Enclave.
One honest correction to the marketing: despite the name, this is not a Margalla Hills project. The location's real appeal is more practical — a CDA-partnered address on a widening arterial corridor, minutes from Bahria Enclave's live amenities.
Why the structure matters more than the brochure
Residential plots are not open dealer booking. They are allocated by computerised ballot at published prices, with a down payment inside 30 days of allotment and the balance on quarterly instalments over 1–3 years. That removes most of the speculation that drives private-society pricing — and it also removes the quick flip.

And the execution proof exists: first possession streets in ME-2 were delivered at the 21 May 2026 possession ceremony — the CDA-DHA stage billed it “record-breaking possession in only 11 months”. The 11 months reconciles with neither draw date, so we quote it as DHA’s claim; the delivered streets, however, are real. In this corridor, delivered possession is the rarest currency there is.
Straight talk: if your horizon is under two years, Bahria Enclave's resale market will almost certainly serve you better. I will tell you that rather than sell you a ballot application.
Buying from abroad? A NICOP or POC holder applies on exactly the same terms as a resident — no quota, no overseas block, no discount, and the filer rate of advance tax under clause (111AC). First booking window opens — 5 & 10 Marla and 1 Kanal residential plus commercial, at published prices with 15% down payment.
FIRST computerised balloting, Jacaranda Family Club, DHA Phase-2 — roughly 47,000 applications reported for 125, 250 and 500 sq yd plots.
Second booking round opens at revised (roughly 30% higher) prices; DHA extends the deadline once, from 3 to 10 November 2025.
SECOND computerised balloting plus digital commercial auction, Jinnah Convention Centre, 1:00 PM — blocks ME-1 to ME-4 and Lake District. Results issued Dec 2025; down payment due 24 Dec 2025.
First possession delivered on selected streets of ME-2. DHA's own stage billed it “record-breaking possession in only 11 months” — a figure that matches neither ballot date, so we quote it as DHA's claim, not as arithmetic.
Third ballot window open. Widely advertised closing date: 4 September 2026 — confirm on the official DHA portal before applying, as dates have shifted before.

This is the published schedule from the launch era — the cleanest baseline for understanding how DHA prices the plans. Margalla vs Bahria comparisonIn CDA Zone IV on the Jinnah Avenue (formerly Kuri Road) corridor — the same belt as Bahria Enclave, Park View City and Park Enclave, near Chak Shahzad and Bani Gala. Despite the name, it is not up against the Margalla Hills; the 'Margalla' is branding, the location is the Zone IV corridor. The Park Road underpass and Jinnah Avenue widening works directly serve this approach.
It is a joint venture between DHA Islamabad-Rawalpindi and the Capital Development Authority — the CDA is a partner in the project rather than an external regulator approving a private scheme.
