Two lists decide whether a scheme in Islamabad is real, and CDA publishes both of them
in the open. One is the register of private housing schemes, with a Layout Plan badge and
a separate NOC badge against every name. The other is CDA’s list of schemes being marketed
with no CDA approval at all. Almost nobody reads them, which is why “CDA approved”
survives as a marketing phrase long after the badge underneath it has changed.
We read both on 1 September 2026 and put them on this page unedited. There are
70 registered schemes and 101 schemes CDA calls illegal. Below
you can search either one, see what CDA says about the ground you are being sold, and —
the part that matters — do the same check yourself in two minutes, next month, without us.
The two-step approval nobody explains
CDA approves a private scheme in two separate steps, and a scheme can sit between them for
years. First the Layout Plan (LOP) is approved: the drawing that fixes plots,
roads, parks, amenities and boundary. Only after further formalities does CDA issue the
No Objection Certificate (NOC), which is what actually permits development work
and the sale of plots.
That is why the register carries two badges, not one. Across the 70 registered schemes today:
55 have an approved LOP and 12 have had their LOP cancelled;
29 hold an issued NOC, 32 show “Not Issued” and
6 show a cancelled NOC. Read that again: more registered schemes are without
a current NOC than with one. “It’s in the CDA list” is not the same sentence as
“it has an NOC”, and a dealer who uses them interchangeably is telling you something
about the dealer.
The register, as CDA publishes it
70 schemes, 12 of them in Zone 4 — the zone that contains the Bahria
Enclave corridor. Names, zones, areas and both status badges are CDA’s own. We have left out
CDA’s “Road” column on purpose: it reads “GT Road” against schemes
that are nowhere near GT Road, including Bahria Enclave, so it is not safe to republish.

The 101 schemes CDA calls illegal — and the 14 in our own corridor
CDA’s wording is plain: plots are being sold and marketed in the name of these schemes
even though “the sponsors of these Illegal schemes/land subdivisions have not obtained
any approval/NOC from CDA”. Fourteen of them are on the roads a Bahria Enclave buyer
drives down — Park Road, Kuri Road, Mallah Road. One of them CDA locates, in its own list,
by our society’s name:

None of these is Bahria Enclave. That is exactly the point: a site office on Park Road, a
banner, a plot file and a “near Bahria Enclave” address prove nothing at all. The
scheme’s own name has to appear on CDA’s registered list, and the NOC badge next to it
has to say what the salesman says it says.

What the register says about Bahria Enclave — both halves
We hold ourselves to this page too, so here is our own society without the polish. CDA’s
detail card for Bahria Enclave Phase-I
records Zone 4, 12,543.11 Kanal, sponsor M/s Bahria Town (Pvt) Ltd, and:
- LOP: Approved. CDA’s own note: the initial Layout Plan was approved
16-07-2011, cancelled on 02-07-2013 “due to carrying out of
development works without obtaining NOC from CDA”, and a revised Layout Plan over
12,543.11 Kanals was approved 29-12-2020.
- NOC: “Not Issued” — the status carries the date
25 November 2025.
Both halves are true and you need both. An NOC really was issued on
8 April 2022 — CDA’s own 2026 notices cite it by number (NOC letter
No. CDA/PLW/RP-2(13)/2018-2020-2022/157, approved by the CDA Board on 1 March 2022). What changed
is the badge on the public register, which today reads “Not Issued”. We previously
published only the 2022 half of that sentence. Publishing only one half is how this niche
misleads people, so both halves now travel together everywhere on this site.
By contrast, in the same register, Bahria Enclave-II Agro Farming Scheme
(2,489.38 Kanal) shows NOC: Issued, dated 16-07-2014 with an extended-plan NOC on
06-10-2019, and Bahria Enclave-II Phase-II also shows NOC Issued. Inside one
brand, on one road, the badges differ. This is precisely why “is Bahria Enclave CDA
approved?” cannot be answered yes or no — you have to name the scheme.
The two show-cause notices CDA ordered published
Attached to that same CDA card are two notices. They are not leaks or blog claims; the second
one carries a direction to CDA’s own IT director: “It is requested to Upload this
Show Cause Notice on CDA Website for Awareness of the General Public & All
Stakeholders.” Both are signed by Ijaz Ahmad Sheikh, DG (Spatial
Planning).
16 March 2026 — non-fulfilment of the NOC’s terms
The subject line alone lists illegal construction of an access road on CDA land, construction
of residential and commercial buildings on CDA land, conversion of amenity and public-building
areas to other land uses, and extension of the scheme without approval. Inside is a
thirty-row compliance table; around twenty rows read “Not
Complied”. These are the rows that touch a plot buyer directly:

Two more findings from the same notice belong in front of any buyer.
190.55 Kanal of residential and commercial plots — 20% of the saleable
area — was mortgaged to CDA by registered deed dated 6 April 2022, and
6,692.96 Kanal of roads, streets, parks, graveyards and public buildings was
transferred to CDA by registered deed dated 13 October 2022. CDA asks for both to
be marked on the approved layout plan. And the 3.5 km Jinnah Avenue link road from Kuri
Model Village, undertaken in writing on 1 February 2012, “has not been
developed to date”.
CDA directs compliance in ten days, payment of dues in seven, and demolition of the illegal
access road in fifteen — and lists the punitive steps available if that does not happen:
referral to NAB or FIA, blocking access to the scheme, suspending approval of
building plans, selling the mortgaged plots, sealing the society and site
offices, and suspending every other CDA case of the sponsor.
31 March 2026 — two different layout plans in CDA’s own record
This is the one that should change how you read any Bahria Enclave map. CDA states that
“there are 2 LOPs available in the record of Regional Planning Directorate, CDA, which
are quite different from each other”, and that the plans show discrepancies in the
calculation of parks, playgrounds and green areas “to the extent of more than 200 Kanals
shortfall”. The sponsor and the scheme’s consultant town planner were summoned
for 6 April 2026 with the original layout plan and the AutoCAD file. The notice
is copied to SECP, to the Deputy Commissioner ICT, and to the then Director Regional
Planning — described in CDA’s own distribution list as the
signatory of both layout plans.
The two notices do not even agree with each other on the size of the scheme: the March 16
notice says the 2020 layout plan covers 85,823 residential plots, the March 31
notice says 8,828. We are not going to pick one. We are telling you the
regulator printed both, three weeks apart, because that is the kind of thing you want to know
before you pay for a plot number on a drawing.

What this actually means if you are buying
It does not mean “do not buy”, and anyone who tells you it does is selling you
something else. Bahria Enclave is a registered scheme in CDA’s register with an approved
layout plan, roughly half-developed by CDA’s own count, with a development window running to
7 April 2028. Plots there trade every day. It means four specific things:
- Ask which layout plan your plot is on. When the regulator says two
different LOPs exist in its record, “it’s on the map” is not an answer.
Match the plot to the approved layout plan, and see
what is inside the approved LOP and what is not.
- Ask whether your plot is mortgaged to CDA. CDA records that mortgaged
plots have been allotted in breach of the NOC. That is a title question, not a paperwork
question, and it is answerable before you pay.
- Ask whether the allotment or transfer letter was vetted by CDA. The
register says this condition is not complied with. Ask anyway, in writing.
- Re-check the badge yourself on the day you pay. Statuses on this register
change — Bahria Enclave’s NOC badge changed on 25 November 2025 and almost
nobody noticed.
How to check any Islamabad scheme in two minutes
- Open cda.gov.pk/housing-schemes and
find the scheme by its exact registered name, not its marketing name. If
the name is not there, stop.
- Read both badges. LOP approved with NOC “Not Issued” is a real
and common state, and it is not what “CDA approved” implies in an
advertisement.
- Open the scheme’s detail card. Check the owner and contact against
whoever is selling to you, and read the description — that is where
CDA records cancellations and revisions in its own words.
- Scroll to Important Documents. Notices attached there are CDA’s, not
a competitor’s. Read the whole PDF, not the headline.
- Search the illegal list for the
scheme name and for the road it sits on. Fourteen entries on that list use Park
Road, Kuri Road or Mallah Road as their address.
- Only then talk about price. Then run the
plot-level checks — society clearance, dues,
litigation, physical level — because scheme-level approval says nothing about
your plot.
