Margalla Orchard Islamabad — What It Actually Is (FGEHA, SCBA & DHA)

Not an orchard and not originally DHA's: the FGEHA-SCBA Park Road Housing Scheme of 2019, rebranded after DHA joined on 26 Sep 2025. Location, blocks, plot sizes — and the 'CDA NOC' claim nobody can source.

Margalla Orchard is not an orchard, was not built by DHA, and the “CDA NOC approved” line every dealer site repeats is the one claim nobody can produce a document for. What it actually is: the Park Road Housing Scheme, launched in 2019 by the Federal Government Employees Housing Authority (FGEHA) together with the Supreme Court Bar Association of Pakistan (SCBAP), on land acquired in pursuance of a Supreme Court order. DHA Islamabad-Rawalpindi only joined on 26 September 2025, under a tripartite agreement — and the rebrand to “Margalla Orchard” followed. Everything a buyer needs to understand about this scheme follows from that history.

The 30-second version. A government-linked scheme with a genuine, dated FGEHA layout-plan approval (4 Aug 2022) and a real DHA takeover (26 Sep 2025). Roughly 8,380 kanal on Main Park Road, opposite COMSATS University. Around 4,781 residential plots in 10 Marla, 14 Marla and 1 Kanal, split between federal employees and Supreme Court Bar members. Allotment balloting already happened in September 2022 — so for an outside buyer this is a resale market, not a booking window. Zameen showed 414 live listings when we checked on 25 Aug 2026.

Who actually owns and runs it — three parties, not one

FGEHA’s own project page, dated 4 February 2026, states it plainly: Margalla Orchards is “created through the joint collaboration of the Defence Housing Authority (DHA), the Supreme Court Bar Association of Pakistan (SCBAP), and the Federal Government Employees Housing Authority (FGEHA).” That is the authoritative description, and it is worth reading twice, because it is materially different from “a DHA society” — which is how the scheme is marketed almost everywhere else.

  • Origin (2019): launched as FGEHA’s Phase X, Park Road Housing Scheme, in pursuance of an order of the Supreme Court of Pakistan, with land acquired on a 50/50 parity basis between SCBAP members and federal government employees.
  • Engineering: NESPAK was engaged as the layout and engineering consultant.
  • DHA joins (26 Sep 2025): a tripartite FGEHA-DHA-SCBA agreement was signed at the SCBA Hostel Auditorium, Islamabad, attended by the Federal Law Minister and the Housing Minister. DHA took over execution of development from that point — it did not originate the scheme.
  • Why DHA was brought in: Dawn’s coverage of the signing reports that over Rs 6 billion had already been deposited by lawyers toward a scheme that had not been delivered. DHA’s arrival is best read as a rescue-and-deliver arrangement, which is genuinely good news for existing allottees — and the honest framing for a new buyer.

The “CDA NOC approved” claim — and why we will not repeat it

Search “margalla orchard noc” and you will get a wall of dealer pages asserting “full NOC approval from the Capital Development Authority, confirmed in 2022.” None of them gives an NOC number. None links a CDA document. We went looking for the primary source and found the opposite of confirmation:

  • FGEHA’s own official page does not mention a CDA NOC at all. If the scheme held one, its own government sponsor is the party most likely to say so.
  • CDA’s public housing-schemes registry does not list this scheme — not under “Margalla Orchard,” not under “Park Road Housing Scheme.” The same CDA page states that government employee welfare schemes like DHA or FGEHA operate under different regulatory frameworks and are not included in this CDA registry.
  • No independent news report uses the phrase. Dawn, APP and ProPakistani all describe an FGEHA layout-plan approval dated 4 August 2022 — not a CDA NOC.

What this does and does not mean. It does not mean the scheme is illegal or a scam — this is a federal-authority scheme born of a Supreme Court order, with a dated layout approval and a sitting DHA development agreement. It does mean that “CDA NOC approved” is a claim without a visible document, and that this scheme is governed on a different track from the private Zone-2/Zone-5 societies CDA polices. Those are two different kinds of comfort. If a seller or agent tells you “CDA NOC hai”, the correct response is: which number, issued on what date, show me the letter. We have not seen one. If a reader can produce it, we will publish it here and correct this section.

There is also a near-name trap worth knowing: CDA’s registry does list a separate “Margalla View Housing Scheme” in Zone 2 (LOP approved, NOC not issued). Different scheme, different zone, different developer — do not let a search result for that one be presented to you as proof of anything about Margalla Orchard.

Where it actually is

Main Park Road, Islamabad, directly opposite COMSATS University, in the Chak Shahzad belt — described by dealer sources as CDA Zone 4. That places it on the same Park Road corridor that Bahria Enclave is reached by, which is precisely why it turns up in the searches of people shopping this corridor.

Land records name the underlying villages as Tamma and Moriyan (Dawn’s report adds Chak Farash); older reporting spells these “Mauza Mohrian and Mauza Tamma.” The spellings vary by source and we could not establish which single form the official land record uses — if you are checking a fard, expect variant transliterations and do not treat a spelling mismatch as automatic evidence of a problem.

Distances — read these as approximate. Every drive-time figure circulating for this scheme (Islamabad Expressway ~10 min, Chak Shahzad ~5 min, Zero Point ~16 min, New Islamabad Airport ~30 min) traces back to dealer marketing pages, not a survey. We are repeating them labelled, not endorsing them. One relationship we can state structurally: Park Enclave and Chak Shahzad sit close by, and Bahria Enclave is further out along the same Park Road corridor — our own Bahria Enclave location page puts Chak Shahzad roughly 8 km from the Enclave. Drive it yourself before it becomes a factor in your price.

We have the actual approved layout plan. FGEHA publishes the NESPAK-drawn sheet (dated 3 Aug 2022) and nobody in this market has opened it. We did: all eight blocks A–H, every park and commercial parcel by area, the 180 ft Main Boulevard, the apartments and the graveyard. Two number problems worth flagging rather than hiding. First, ProPakistani’s project page states 5,690 total plots (2,345 + 2,345) — but its own size-by-size breakdown for the SCBAP share adds to 2,693, which matches Dawn, not its own headline. We treat 4,781 as the better-supported figure and flag the other. Second, one dealer site describes the scheme as “approximately 2,200 acres” while also quoting 8,380 kanal — but 8,380 kanal is about 1,047 acres, roughly half. That is a copy error propagating across sites. Neither problem is sinister; both are reasons to price off documents rather than brochures.

Is it a farmhouse scheme? No — despite the name and the neighbourhood

The word “Orchard” plus a Chak Shahzad address leads a lot of buyers to assume farmhouse land with a 4-kanal minimum, the way genuine Chak Shahzad farm schemes work. It is not. Every source — official and dealer alike — describes a conventional urban residential plotted scheme of 10 Marla, 14 Marla and 1 Kanal plots plus a commercial zone. If someone is selling you “Margalla Orchard farmhouse land”, they are either describing an individual property that happens to sit nearby, or they are describing something else entirely.

Development status — what is verified and what is brochure

Here we have to be blunt about our evidence quality: every on-ground development claim we could find traces back to a marketing page, not to news reporting or an independent site inspection. With that label attached, dealer sources as of Aug 2026 describe a completed boundary wall, land cutting and levelling under way across residential blocks, machinery on site, and underground power, water and gas lines. Commercial possession is targeted for around December 2026, contingent on 40% payment.

Two documented items sit on the other side of the ledger, and neither appears on any dealer page:

  • The land-compensation dispute is on FGEHA’s own website. A public notice dated 14 February 2023 is titled “Public Notice For Park Road Scheme Land Owners For Recovery Of Compensation.” Land-acquisition compensation disputes are the classic reason Islamabad schemes stall, and this one is primary-source documented, not rumour.
  • The layout plan may be changing. One property publication reports that FGEHA has moved to revise the layout plan now that DHA has joined, and separately that DHA intends to connect Margalla Enclave and Margalla Orchard by expanding both boundaries through further land acquisition. We could not open that publication directly (it blocks automated access), so we flag this as second-hand and unverified — but if true it matters enormously, because it means the 2022-approved layout your plot sits on may not be final.

The CDA directive of 20–21 August 2026 — does it apply here?

Four days before we wrote this, CDA issued a directive requiring housing schemes to display their approved layout plans (7×5 ft board with QR code at the booking office, and on the website), requiring allotment letters to be vetted by CDA, and — the part that bites — restricting transfers to plots that fall inside an approved layout plan. We read that notice directly and cover it in full on our Bahria Enclave LOP map page.

Whether it captures Margalla Orchard is genuinely unclear, and we will not pretend otherwise. The directive is addressed to “private housing schemes and projects” in ICT and names no schemes; Margalla Orchard is not tracked in CDA’s private-scheme registry at all, and may sit under FGEHA / Ministry of Housing oversight instead. The practical takeaway is the same either way, and it is the takeaway of this entire page: ask to see the approved layout plan and confirm in writing that your specific plot number falls inside it before any money moves. That question costs you nothing and is the single highest-value thing you can ask in this scheme right now.

Not in the sense the phrase usually means, and not in a way anyone has documented. What is documented is an <b>FGEHA layout-plan approval dated 4 August 2022</b> covering 8,380.3 kanal. CDA's own public registry of housing schemes does not list Margalla Orchard at all, and states that FGEHA and DHA schemes fall outside that registry because they operate under different regulatory frameworks. FGEHA's own official page does not claim a CDA NOC either. Dealer sites assert one with no number and no letter. Ask any seller for the NOC number, its date and the letter itself &mdash; and treat inability to produce it as the answer.

No &mdash; different developers, different roads, different legal tracks. <b>Margalla Enclave</b> is a DHA-CDA joint venture in Zone IV on the Jinnah Avenue corridor, allocated by computerised ballot with published instalment plans. <b>Margalla Orchard</b> is the FGEHA-SCBA Park Road scheme that DHA joined in September 2025, whose allotment balloting was already held in 2022, so outsiders buy by resale. Three parties, per FGEHA's own page dated 4 Feb 2026: the Federal Government Employees Housing Authority (FGEHA), the Supreme Court Bar Association of Pakistan (SCBAP), and DHA Islamabad-Rawalpindi. FGEHA and SCBAP originated it in 2019 as the Park Road Housing Scheme following a Supreme Court order; DHA joined under a tripartite agreement on 26 September 2025 to execute development. NESPAK was the engineering consultant. It is not, and never was, an original DHA project &mdash; despite how it is marketed.

It is a marketing name applied after DHA joined in September 2025. Before that the scheme traded for six years as the <b>Park Road Housing Scheme</b> (FGEHA Phase X). This matters practically: older paperwork, older listings and older allotment documents will carry the Park Road name, so when you cross-check a seller's documents against a portal listing you may be looking at two names for the same asset. That is normal here &mdash; but confirm it rather than assume it.

Around <b>4,781 residential plots</b> &mdash; 2,088 for federal government employees and 2,693 for Supreme Court Bar members, per Dawn's report on the 26 Sep 2025 signing. Sizes are 10 Marla (32&times;70 ft), 14 Marla (40&times;80 ft) and 1 Kanal (50&times;90 ft), in blocks A to H, plus a separately branded commercial zone called Margalla Orchards Walk. For residential plots, generally no. Allotment balloting for FGEHA and SCBAP members was held on 14 September 2022, so the residential market today is <b>resale from original allottees</b> &mdash; which is also why sellers quote cash-only terms. The commercial zone (Margalla Orchards Walk) did run a direct DHA application-and-ballot process, but its advertised deadline of 13 February 2026 and ballot of 18 February 2026 have passed; DHA has since advertised a further commercial window.
