Capital Smart City — the Approved Land, and the Two Phases RDA Calls Illegal
RDA's own register approves 7,376 Kanal at Chahan. The same register, the same day, lists “Capital Smart City Phase-III” and “Phase II” as illegal. One brand, two very different answers depending which land you are shown.
Capital Smart City is not a CDA scheme, and that absence from CDA's register is expected, not a warning sign — it sits under the Rawalpindi Development Authority. What matters is what RDA's own register says, and RDA's own register says two different things about land marketed under the same name.
The original scheme, at Chahan, has an approved layout. Two further “phases” marketed under the identical brand are, in RDA's own words, illegal — and RDA has referred one of them to a federal cybercrime agency. Both facts are on the record. This page prints both.

Three different pieces of land, one brand. “Capital Smart City” on a sign or a file cover tells you nothing about which of these you are being shown.
RDA's own letter, read in full. Letter No. RDA/MP&TE/F-CSC Ph-III/616/2026, dated 23 July 2026, from RDA's Deputy Director (Planning) to the Deputy Director, National Cyber Crime Investigation Agency, Rawalpindi. Subject, verbatim: “Illegal Advertisements of Private Housing Scheme in the Name & Style of Capital Smart City Phase-III on Social Media, Facebook, WhatsApp, YouTube and Other Apps of Internet Facility.” It states a scheme “purportedly located in Mouza Kaak, Tehsil Fateh-e-Jang, District Attock and claimed to be a project of M/s Future Development Holdings (Pvt.) Ltd., is an illegal housing scheme,” names three marketing companies advertising it as being “near Thallian Interchange, Rawalpindi,” cites Rule 46(1) of the Punjab Development Authorities Private Housing Scheme Rules 2021, and records that RDA has already issued a Notice U/S 12(5), registered an FIR, and sealed the site office. Copied to NAB Rawalpindi and Cybercrime Islamabad. The Nation, 30 July 2026 independently reports RDA show-cause notices against 13 schemes for illegal development and marketing, with Capital Smart City Phase-III named on that list — corroborating the letter from an outlet outside RDA itself.
What FBR values it at — the number that decides your tax
Advance tax under §236K and §236C is computed on FBR’s notified value, not on what you pay. Almost nobody publishes these per area, so here they are, with the notification they come from.

All asking, all secondary-market, fetched 3 Sep 2026. 165 live listings at fetch time: 143 Residential, 21 Commercial, 1 Plot File — plus Overseas (29), Executive (10), Overseas Central (7) and Overseas Prime (3) sub-blocks. This is the resale market for the approved land; it says nothing about the Phase-III/Extension land RDA calls illegal.
The honest part
- The single biggest question is which land, not whether the brand is approved. RDA's 7,376-Kanal approval covers the original Chahan scheme. Phase-III, Phase II and the Extension are, on RDA's own register, illegal — and RDA has an active FIR and a sealed site office over one of them.
- The approved-area figure itself is disputed — 7,376 Kanal on RDA's register versus 7,505 or 17,602 Kanal on developer material. Ask which figure your specific plot's mauza and survey number sit inside.
- The “5 to 7 minutes from the airport” line is marketing, not distance. OSRM routing on OpenStreetMap geometry puts Capital Smart City at 25.4 km and about 34 minutes from Islamabad International Airport — and 45.5 km / 37 minutes from Zero Point.
- Do not confuse the FBR row above with any other “Smart City” entry. Capital Smart City exists in more than one city; this page is the Chahan, Rawalpindi-district scheme only.
What to ask before you pay
- “Which mauza and phase, exactly — and is it inside the 7,376-Kanal approved area?” Ask to see it marked on RDA's approved layout, not described in words.
- “Is this Phase-III, Phase II or the Extension?” If yes, you are being offered land RDA has, in writing, called illegal and referred to a cybercrime agency.
- “What is the actual drive time to the airport, door to door?” Time it yourself rather than take a brochure's word for it.
- “Is this a plot or a plot file?” See what a file actually is before you price the difference.
Against Bahria Enclave, plainly
Capital Smart City and Bahria Enclave are both privately sponsored schemes that publish their trouble in public — RDA's notices here, CDA's on our own legality page. The difference is scope: Bahria Enclave's CDA notices are compliance complaints against an approved scheme. Capital Smart City's Phase-III notice says the land was never approved at all.
If your interest is specifically the airport corridor and its lower entry price, Capital Smart City's approved Chahan land is a real, tradeable market with 165 live listings. Just make certain, before any token, which of the three pieces of land above you are actually being shown.

Capital Smart City, read from RDA's own register
It is not a CDA scheme at all — it sits under the Rawalpindi Development Authority, so its absence from CDA's two public lists is expected and is not a red flag by itself. What matters is RDA's own register, which shows the original Chahan scheme approved over 7,376 Kanal — and, separately, two further phases marketed under the same brand name that RDA's own register lists as illegal.

We print both figures rather than pick one — they come from different sources and we have not been able to reconcile them.
In a letter dated 23 July 2026, RDA told the National Cyber Crime Investigation Agency that a scheme called 'Capital Smart City Phase-III', purportedly in Mouza Kaak, Tehsil Fateh Jang, District Attock, is an illegal housing scheme being advertised on social media without RDA's permission — and stated it had already issued a notice, registered an FIR, and sealed the site office. The Nation independently reported RDA show-cause notices against 13 schemes on 30 July 2026, with Phase-III on that list.
By road, about 25.4 km and 34 minutes, per OSRM routing on OpenStreetMap geometry — not the '5 to 7 minutes' figure repeated across dealer marketing for this corridor. It is 45.5 km and about 37 minutes from Zero Point.
Pehle ye confirm karein ke aap ka plot ya file kis mauza aur phase mein hai — agar Phase-III, Phase II ya Extension ke naam se offer ho raha hai, to RDA ke apne record ke mutabiq wo zameen illegal declare ho chuki hai aur us par FIR bhi darj hai.
