DHA Islamabad Phase 4 — One Table, One Rate, No Price List
No ICT-side FBR row, a Rawalpindi rate cut 30% in May 2026, and no independent asking-price sample we'd stand behind. What is actually confirmable about Phase 4.
DHA Islamabad Phase 4 sits entirely on FBR's Rawalpindi table — it has no row on FBR's Islamabad (ICT) block table at all, unlike Phase 1, 2 and 5. That is a genuine, checkable fact about where this phase sits, not an assumption.
The Defence Housing Authority Islamabad Act, 2013 (Act XII of 2013) makes DHA its own approving authority for its specified area inside Islamabad Capital Territory — this is why DHA does not appear on CDA’s register of private housing schemes, in either its 70-scheme approved list or its 98-scheme illegal list (both checked 2 Sep 2026). It is expected, not a red flag — see why CDA absence means different things for different kinds of scheme. Where the land instead sits in Rawalpindi District, Punjab, a separate statute — the Defence Housing Authority Rawalpindi Act, 2013 — applies, and planning/NOC oversight runs through the Rawalpindi Development Authority rather than DHA’s own board. CDA and DHA publish no joint boundary map, so which side a specific block sits on is a question for the transfer office, not a website.

What FBR values it at — the number that decides your tax

S.R.O. 877(I)/2026, dated 19 May 2026, is an amendment, not a replacement: its own opening paragraph states it makes “further amendments” to S.R.O. 1728(I)/2024 (29 Oct 2024), substituting the rate columns for the fourteen serial numbers that cover every DHA row on the Rawalpindi table — Phase-I through Phase-V, Phase-II Extension and DHA Valley. Every one of those fourteen rows fell by close to 30% between the two notifications; we read both PDFs directly and give the before-and-after figure for the phase on this page. Both Phase 4 figures were fully legible in our own read of the PDF — roughly a −30% cut on commercial and on residential alike, in line with every other DHA row that month. Asking prices — what is listed, and what that is worth knowing

The honest part
- No ICT-side FBR row exists for Phase 4. If a seller quotes one, ask them to show it — we could not find one.
- Possession-timeline claims for Phase 4 trace to developer-marketing pages, not a primary DHA notice. Treat “late 2025 to early 2026” as marketing, not confirmed status, until DHA itself publishes it.
- No independent price sample exists. Any number quoted to you is that seller's own estimate.
What to ask before you pay
- “Can you show me a recent, size-specific comparable sale in Phase 4?”
- “What is your source for the possession timeline you're quoting?” Ask for a DHA document, not a marketing page.
- “Show me the approved layout plan.”

Phase 4 is one of the quieter DHA phases in the public record — a single confirmed FBR rate, no ICT-side row, and no price data we'd stand behind. Bahria Enclave publishes sector-by-sector pricing and status on one page, dated and sourced.
If you're being offered a Phase 4 plot specifically, ask for more documentation than the brand name, precisely because so little is independently published about it.

A developer-marketing site (dhaislamabadphase4.com) describes it as being on the Islamabad Highway corridor with quick access to the new airport via Srinagar Highway. We could not independently verify this against a primary DHA or government document, so treat it as a marketing claim rather than a confirmed fact.
