A power of attorney is the single document overseas property deals are won or lost on — whether you are buying, selling, or applying to a ballot. Done right it is a precise, revocable instrument that lets one trusted person sign one named transaction for you. Done wrong — general, vague, or handed to the wrong person — it is the document behind most overseas-Pakistani property horror stories. This guide covers what it must contain, both routes into a usable one, the step after attestation nobody explains, and what each Pakistani mission actually asks for, country by country — every mission fact below fetched and status-checked on 3 September 2026.
What a property POA must contain
- The executant — you, identified by NICOP or CNIC number, exactly as it appears on your identity document.
- The attorney — your named nominee, identified the same way. Never left open, never “the bearer”.
- The property description — society, sector or block, plot number or ballot-application number. “My property in Pakistan” is not a description a transfer office can act on.
- The powers granted — stated precisely: negotiate, pay from a named account, sign a specific transfer or ballot form. A buying POA should never carry a power to sell or mortgage.
- Revocation — a clause you exercise in writing once the transaction is complete. Routine hygiene, not distrust.
General power of attorney vs special power of attorney
A general POA hands over broad authority across your affairs — property, banking, litigation, everything — and is exactly what a dealer sometimes asks for “to save you paperwork”. Never sign one for a property deal. A special POA names one transaction only: the plot, the society, the ballot application, and the precise powers above. If the person asking for your POA cannot tell you why it needs to be general, that is the answer.
Route A — mission attestation, then Pakistan
- Draft a special POA with the five elements above. A lawyer drafts it; the mission only attests your signature.
- Attest at your Pakistani mission — High Commission, embassy or consulate. What each one actually asks for is in the country table below; requirements are not uniform.
- MOFA verification, then registration in Pakistan. The attested POA is presented at the Ministry of Foreign Affairs, and a sale POA specifically then needs registering in Pakistan — a step under the Registration Act 1908, detailed further down this page. The High Commission for Pakistan, London names a four-month deadline for that registration step, from its own attestations; no other mission we checked publishes one.
- Society acceptance. Bahria and DHA transfer offices accept the MOFA-verified POA; your attorney then acts exactly as named. DHA Islamabad-Rawalpindi in fact lists GPA and SPA transfer as two of its own five published transfer categories — see the DHA transfer procedure & fees guide for the document set each one needs.
Route B — the NADRA online POA (the 2026 way)
NADRA's online service at poa.nadra.gov.pk lets you execute the POA remotely: apply online, upload documents and biometrics, pay the US$36 fee, and complete a mandatory video interview with a consular officer — no consulate queue, no travel. NICOP, CNIC and POC holders are all eligible, and the manual embassy route runs in parallel if you prefer paper. The Washington embassy's own description of the process runs: create an account and verify by OTP → upload the signed POA with a photo and CNIC/NICOP of the executant, attorney and witnesses → complete biometrics on the fingerprint form → pay by card → sit the video interview with the Consular Officer → NADRA emails a “Final Consent” request → an approval PDF is issued to attach to the signed POA and post to the attorney in Pakistan. For most clients in the UK, US and Gulf this is now the default route — and the reason a transfer that once needed a flight now needs a webcam.
Where the digital route currently hits a wall: the High Commission in London has suspended the Digital POA (its own banner, read 3 Sep 2026: “we are currently experiencing technical issues with the Digital Power of Attorney… therefore all applicants… are requested to… visit personally to the High Commission”) — so UK applicants should plan for the in-person route until that changes. Canberra and Doha have no dedicated attestation page live on the MoFA platform at all, which makes NADRA's online route the practical default there instead.
Selling, not buying? A POA that will sign a sale carries an extra step per consulate guidance: attestation by the local District Registrar in Pakistan, on top of the embassy/MOFA chain — whether the NADRA online route absorbs that step is not spelled out officially, so budget a registrar visit for your attorney either way. Registration and stamping in Pakistan, after attestation
Mission attestation and MOFA counter-attestation make a POA presentable; they do not by themselves make a sale POA registrable at a transfer counter. That further step runs under the Registration Act 1908, done in Pakistan by your attorney at the relevant Sub-Registrar's or Additional Collector's office — the same office the High Commission London names for its four-month deadline above. Islamabad Capital Territory has separately moved toward mandatory e-stamping for property documents. Beyond that outline, we could not independently verify the current office, fee or stamp-duty rate for this specific registration step this session — confirm the exact procedure and cost with your lawyer or the Sub-Registrar's office before relying on any timeline or figure someone quotes you. This is also the step that has nothing to do with Pakistan's own apostille facility — that portal runs the reverse direction, putting an apostille on a Pakistani-issued document for use abroad, not on a POA executed abroad for use in Pakistan.
Identity documents the missions actually check
Every route above turns on the same three identity documents: a NICOP (National Identity Card for Overseas Pakistanis), a CNIC if you still hold one, or a POC (Pakistan Origin Card) for those who no longer hold Pakistani nationality. Missions ask for the original plus photocopies, and most also want fresh, specific photographs — Ottawa, for instance, wants two passport-size colour photos on a white background taken within the last three months, not an old scan. One country-specific add-on: Canadian-issued documents must be attested by Global Affairs Canada before the Pakistan High Commission Ottawa will attest a POA that relies on them — a pre-attestation step unique to Canada among the missions we checked.

The clauses that protect you
- Specificity: one plot / one application, named by number where possible.
- Payment channel: money moves from your account (RDA), never through the attorney's.
- No sale powers: a buying POA should not include powers to sell or mortgage.
- Revocation: revoke in writing after the transfer completes. Routine, not paranoia.

The questions that matter
Five things, named precisely: the executant (you, with NICOP/CNIC number), the attorney (your named nominee, with their CNIC/NICOP), the property description (society, sector/block, plot or ballot-application number — not "my property in Pakistan"), the exact powers granted (negotiate, pay from a named account, sign a specific transfer — not open-ended authority), and a revocation clause you exercise in writing once the transaction is done. Missing any one of these is what makes a POA unusable at a transfer counter or, worse, misusable by whoever holds it.
A general POA hands broad authority over your affairs — never sign one for a property deal. A special POA names one transaction: the plot, the society, and exactly what the attorney may do (bid, pay, sign transfer). If a dealer asks for a general POA, walk away.
Usually not — but check your own mission first, because this is not uniform. NADRA's online POA service (poa.nadra.gov.pk) lets most NICOP/POC holders execute a POA remotely with biometrics and a video interview. The exception we found on 3 September 2026: the High Commission in London has temporarily suspended the digital POA and is asking UK applicants to attend in person. In Washington the in-person route is actually the cheaper one ($32 by card, $30 by cheque, against $36 online) and your two witnesses do not have to attend — online, they must. Country by country: UK, USA, Saudi Arabia, UAE, Canada, Australia.
No — and this matters because the old address still circulates as "the embassy site". As of 3 September 2026, pakembassyksa.com redirects to an unrelated Indonesian gambling site, and MoFA's own mofa.gov.pk/riyadh and /riyadh-attestation pages redirect to the MoFA homepage rather than a working Riyadh page. Never enter NICOP or CNIC details on pakembassyksa.com. For Saudi Arabia, use the live Consulate General Jeddah page instead (in the table above), or NADRA's online POA.
It varies by mission, and most do not publish a figure at all. What is published, as of 3 Sep 2026: NADRA's online POA is a flat US$36 regardless of country; the Washington embassy charges $32 by card or $30 by cheque for the in-person route (cheaper than online); and Abu Dhabi charges AED 40. Jeddah, Ottawa and Kuwait's pages list required documents but no fee — confirm the current amount with the mission directly before you travel.
There is now a sourced number for one mission. The High Commission for Pakistan, London publishes it in its own words: the deadline for registering a POA it (or its Manchester/Birmingham/Bradford/Glasgow sub-missions) attested — with the concerned Assistant Commissioner, Additional Collector or Sub-Registrar in Pakistan — is four months. No other mission we checked publishes its own deadline, so treat four months as the number to work to unless yours says otherwise. Do not execute a POA months before you intend to transact — verify the plot first, then execute the POA that names it, register and use it, and revoke it when the transfer is done.
Yes, in principle — but we can only certify the outline, not the procedure. Mission attestation and MOFA counter-attestation in Pakistan make the document presentable; making a sale POA usable at a transfer counter is a further step under the Registration Act 1908, handled in Pakistan by your attorney at the relevant Sub-Registrar/Additional Collector's office, and Islamabad Capital Territory has moved to mandatory e-stamping for property documents. We could not independently verify the current ICT office, fee or stamp-duty rate for this specific step for this update — confirm the exact procedure, office and cost with your lawyer or the Sub-Registrar before relying on a timeline.
No — and the missions say so themselves. The High Commission of Pakistan in Ottawa puts it plainly: it only attests the signature(s) of the executants and does not take any responsibility for the contents or authenticity of the contents of the power of attorney. The stamp certifies that you signed, not that the document is safe. All of your protection is in the drafting: one named plot, one named attorney, no power to sell or mortgage, payment only from your own account, and revocation in writing afterwards.
You do, as the seller — the attorney only signs. §236C advance tax is charged on the FBR value against the seller's filer status, not the attorney's: 2.75% if you are a filer or a 111AC-verified non-resident NICOP holder, 11.5% if you are treated as a non-filer. Complete your 111AC verification in IRIS before transfer day so your attorney can quote the lower rate at the counter. Full mechanics: overseas property tax and selling from abroad.
A close family member you trust, or your lawyer — never the dealer, and never the seller's side. The POA should let them sign and pay for the named transaction only. We work alongside your attorney; we never ask to be it. That separation is your protection.
A general POA can be — that is why you never grant one. A tight special POA + a named plot + our verification note + payments through your own RDA (not the attorney's account) leaves nothing worth misusing. Revoke the POA in writing after transfer as routine hygiene.
