CDA publishes a list of 98 schemes it calls illegal. Nobody counts where they are. We did — and nearly half sit on one road.

CDA publishes a list of housing schemes it calls illegal. There are 98 of them across Islamabad. We counted where they are, and forty-five — nearly half — sit on the Lehtrar Road and Simly Dam Road corridor.

That is not a coincidence of geography. It is the eastern edge of the city, where land is cheap, oversight is thin, and starting an unapproved scheme costs least. It is also where a very large share of the “affordable Islamabad plot” offers a buyer receives on WhatsApp actually come from.

Even while this enforcement runs, CDA has published an invitation for objections to a new farm-scheme application on the same corridor. The pipeline has not stopped.

The honest part

  • The base rate here is bad. On a corridor where 45 of the city’s 101 listed-illegal schemes sit, “check the name against CDA’s list” is not paranoia; it is the first step, every time.
  • Almost no resale market. Fifteen plot listings across two roads means that if you need to sell, you will be looking for a buyer rather than choosing between offers.
  • Search demand is near zero for the named schemes on this belt. Nobody is looking for them. That tells you something about the depth of the buyer pool.
  • National-park and protected land runs through here, and the Navy Farms litigation shows how long these questions can stay open — an order from January 2022 still unimplemented a month later, with appeals continuing.
  • There is no per-area FBR valuation line for this corridor by name; rural valuation is set by a separate District Collector notification. So even the tax base is less transparent here than in the city.

What to ask before you pay

  • “What is the exact registered name of this scheme?” Then search that name in CDA’s illegal list yourself, before any other conversation.
  • “Is it in CDA’s register of approved schemes?” If it is in neither list, ask why — a private scheme should be in one of them.
  • “Who has bought here and sold again?” Ask for one completed resale. The answer is usually the whole answer.

Against Bahria Enclave, plainly

The pitch for this corridor is always the price, and the price is real: land here costs a fraction of anything inside the city. So does the risk, in the other direction. Our whole position on this site is that cheap land with an unresolvable legal question is not cheap — it is expensive land you cannot sell.

If the budget genuinely will not stretch to an approved scheme, the honest options are a smaller plot in a developing sector with a readable layout plan, or waiting. Both are better than a plot on a road where CDA has already listed 45 schemes as illegal.

That is nearly half the city's total on a single belt, which is why the first check for any offer out there is the scheme's exact registered name against that published list.

Only if it can be sold again. When we checked on 2 September 2026 there were eleven plot listings on Lehtrar Road and four on Simly Dam Road across the major portals, against hundreds in established sectors — and Google autocomplete showed effectively no search demand for the named schemes there. Cheap land with no buyer pool and an open legal question is not a discount, it is an exit problem.
