Blue World City — What RDA's Own Register Says Today
This is the single hottest search cluster in the whole airport corridor. Here is the dated sequence, RDA's own current record, and what we could not confirm anywhere else.
On RDA's own register, read directly on 3 September 2026, Blue World City is on the illegal list — and it is not one of the 78 schemes on the approved list. That is the primary-source fact. Dealer pages tell a different story: that a court ordered RDA to issue the NOC and that RDA has since put it “under process”. We looked for that in RDA's own record and in reputable press and could not find it. Both accounts are printed below, clearly labelled, because that is this site's rule for a conflict — not because we think they carry equal weight.

RDA's own register is the primary source and, as of the date checked, it is unambiguous. If a seller shows you a court order or a fresh RDA letter that contradicts it, ask for the case number and the document itself — not a summary of one.
The dated sequence, from press reporting. 2017: RDA issued a clearance certificate for “Blue World Housing Society”. Later in 2017: RDA withdrew that clearance certificate and wrote to IESCO, PEMRA, SNGPL and WASA to stop services (The News, 24 Oct 2022, reporting retrospectively). 28 Jan 2021: NAB's chairman froze the land of an illegal society. 20 Oct 2022: NAB Rawalpindi wrote two letters to the deputy commissioner. 24 Oct 2022: The News reported RDA's DG stating a criminal case was filed and being heard by the Lahore High Court, Rawalpindi Bench, and that RDA had told PHATA it “will not issue clearance certificate to illegal housing societies at any cost.” 13 Jun 2023: ProPakistani/ProProperty reported RDA barred advertising and marketing of Blue World City until final approval and wrote to Cybercrime Islamabad and PEMRA — describing the scheme as “alleged illegal” with a case “under review in the high court.” 8 May 2025 – 25 Mar 2026: RDA's own illegal-list record for Blue World City created and last edited. 3 Sep 2026: same record, read directly, unchanged in status. We found nothing published after June 2023 confirming the 2023 advertising ban was lifted, and nothing confirming the dealer claim of a court-ordered NOC. If either has happened, we have not been able to source it.
What FBR values it at — the number that decides your tax
Advance tax under §236K and §236C is computed on FBR’s notified value, not on what you pay. Almost nobody publishes these per area, so here they are, with the notification they come from.

We did not complete a mauza-by-mauza search (Habtaal Sehal, Thallian, Katarian) for a value filed under a different name — that is a real gap, not a claim that no value exists. 63 live listings at fetch time: 42 Residential, 19 Plot Files (about three in ten), 2 Commercial. A resale market this active, trading well above its 2017 base, sitting on top of an illegal status on the regulator's own register, is exactly the pattern worth pricing as risk — not as reassurance that the status must have quietly changed.
The honest part
- The primary-source status, as of 3 September 2026, is illegal. That is RDA's own register, read directly, not a press summary.
- The claim that this has been resolved is dealer-sourced only. We could not verify a court order requiring NOC issuance, or an RDA statement that the illegal status was removed, in any primary document or reputable outlet.
- An active resale market does not indicate legal resolution. 63 live listings and a 206% price rise since 2017 show demand and liquidity; they say nothing about regulatory status, and a thriving market sitting on an unresolved status is the same pattern this site has documented elsewhere in the city.
- No FBR row was found under this name, which also means no clean tax-planning number exists for it from this table.
What to ask before you pay
- “If the NOC issue is resolved, show me the court order — case number, date, and which court.” Not a paraphrase.
- “Ask RDA directly, or ask me to check RDA's live register with you, before you pay.” The register is free and public.
- “Is the 2023 advertising ban still in force?” We could not confirm either way.
- “What is my recourse if the illegal status is never resolved?” Get the answer in writing before any payment.
Against Bahria Enclave, plainly
This is a materially different risk category from most of this corridor. Bahria Enclave's CDA notices — published in full on our legality page — are compliance complaints against a scheme CDA itself lists as approved. Blue World City's core status, on RDA's own current register, is not approved at all. Those are not the same kind of problem, and pricing them the same would be dishonest.
If the price and the amenities are the draw, that is a real trade-off to weigh — just weigh it against RDA's own register, not against a dealer's account of a court order we could not find.

It was cancelled: RDA issued a clearance certificate in 2017 and withdrew it within months, and by 2023 press reporting described the scheme as 'alleged illegal' with a case under review in the Lahore High Court. Dealer pages claim a court later ordered RDA to issue the NOC and that RDA put it 'under process' — we could not find that order or statement in any primary document or reputable outlet, and RDA's own register still shows the scheme as illegal as of 3 September 2026. Ask to see the actual order if someone tells you otherwise.
No — it is not a CDA scheme, so it appears on neither of CDA's public lists. It falls under the Rawalpindi Development Authority instead, and RDA's own register is what to check. Do not confuse it with 'Blue Enclave / Star Home' on Lehtrar Road, which is a different scheme on CDA's illegal list on the opposite side of the city.
Because market activity and regulatory status are two different things. A scheme can trade actively — even at rising prices — while its approval status remains unresolved on the regulator's own record. That combination is exactly why this page separates 'what is selling' from 'what RDA's register says', rather than treating one as evidence for the other.
RDA ke apne record ke mutabiq (3 Sep 2026 tak check kiya gaya), Blue World City abhi bhi 'illegal' list mein hai aur approved list mein shamil nahi.
