How to Apply for the Margalla Enclave 3rd Ballot
The mechanics end to end, from DHA’s own form and portal: fees, the only bank named, what to attach, what nobody tells you, and the seven places DHA’s paperwork contradicts itself.
Two days left. Applications for the DHA Margalla Enclave 3rd ballot close Friday, 4 September 2026. The form has to be in DHA’s hands by then, not posted on the day. How to apply, step by step
This page is the mechanics, not the marketing. Every step, fee, bank name and address below is read off DHA’s own four-page application form (the PDF’s own metadata dates it 14 August 2026) and off the live project portal, re-checked on 2 September 2026. Where DHA’s documents contradict each other — and they do, in seven places — both versions are printed below rather than tidied away.
Start with the uncomfortable part: the closing date. The date everyone repeats is 4 September 2026. We went looking for DHA saying it — the project portal, the parent DHA site, DHA’s own notice gallery, its press coverage. It is not there. Not as a headline, not in the FAQ, not in the form, not in a notice. Every trail leads back to real-estate marketing pages, ours previously included. That does not mean the date is wrong; dealers with a desk inside a DHA sales office often know before the website does. It means you should not plan a payment around a date no authority has published. And there is precedent in this project’s own history: the second ballot’s deadline was extended once already, from 3 November to 10 November 2025. Call DHA’s UAN 051-111-555-400 and confirm before you buy a pay order.
There are two routes, and DHA’s own site points you at the wrong door
You can apply physically — the printed form, a pay order, a counter — or
online through the project portal. The portal’s own panel tells you that online
applications go through www.dhai-r.com.pk. They do not. The working registration and login
pages sit on the project subdomain, margallaenclave.dhai-r.com.pk, which is where you are
already standing when you read that sentence. We tested both on 2 September 2026: the subdomain
signup form is live; the parent host answers a bot challenge and refuses most visitors outright.
Route A — the physical application, step by step
- Get the form. The portal will email it after you fill a short lead panel, but the PDF is also served directly and ungated.
- Pick one plot category and size. Residential 125, 250 or 500 sq yd; commercial 100, 133.25, 200 or 500 sq yd. One form books one plot — but there is no cap on how many separate applications one person may submit. The form says it, and the portal panel repeats it.
- Pick one payment plan — lump sum, 1, 2 or 3 years. This choice is locked. DHA’s FAQ is blunt: a payment plan once selected cannot be changed.
- Fill in the personal block. Name, father/husband/wife name, CNIC number with a copy attached, mailing address, phones, email — and, if you are overseas, the passport number in the field the form itself labels “Overseas Only”.
- Pay the processing fee (table below) by one of exactly three channels the form names: a pay order or demand draft in favour of “Margalla Enclave”, NTN # F907422-6; online through KUICKPAY; or over the counter at any Askari Bank branch, using a challan you generate on DHA’s website first. Askari is the only bank named in the entire official document set — if someone gives you an account at another bank, stop and call DHA.
- Write the instrument details on the form — pay order number, amount, date, drawee bank and branch. The form has fields for each.
- Tick two boxes people skip: how you heard about the launch, and your FBR filer status. Filer status does not gate eligibility, but it decides the withholding rate you pay later under §236K — the difference on a 1-Kanal plot is measured in millions.
- Sign, and thumb-print. The form prints the instruction twice: left thumb for male, right thumb for female.
- Submit in person at DHA Head Office or a site office. A booking officer stamps a tear-off acknowledgement: an office copy and a customer copy. Take the customer copy home and photograph it — it carries your application number (the M0726 series), the instrument details and the officer’s stamp, and it is the only proof of submission you will hold.
- Do not post it. No courier route appears anywhere in DHA’s documents. Treat it as counter-only unless DHA tells you otherwise on the phone.
Route B — the online portal
Registration asks for name, father/husband name, identity type — and here the portal offers three: CNIC, NICOP and POC — identity number, its expiry (or a “lifetime” tick), email, gender, mobile, WhatsApp number and a password of at least eight characters with upper case, lower case, a number and a symbol. The printed form never mentions POC at all. Pakistan Origin Card holders can evidently register online; what they attach, and whether the counter accepts the same card, is a question only DHA can answer. We asked; the answer is not published anywhere.

That last row matters more than it looks. Several “requirements” lists in this niche tell overseas applicants to arrange attested photographs before Friday. The form asks for none. Searching the extracted text of all four pages for photo, picture and passport size returns nothing.

Non-refundable, non-adjustable, non-transferable — the form’s own three words. It is not part-payment of anything; if you do not win, it is gone.
The cheque that lets you keep a win
This is the number to decide against. Win the ballot and the down payment falls due within 30 days of the ballot date — except on the two-year plan, where DHA’s own payment table prints 27 days while its Clause 7 prose says 30 for everybody. We re-extracted the raw PDF text on 2 September to be sure the contradiction was real. It is. If you take the two-year plan, work to 27 days.

Printed under DHA’s own table: “Prices are exclusive of applicable DHA charges and government taxes.” Every figure above is before those. Also unpriced anywhere: the surcharge for a late instalment, which DHA’s FAQ confirms exists (“Yes.”) without ever stating a rate.
Three more things the form says and the advertising does not. Category premium: corner, boulevard and park-facing plots carry roughly 10% extra, capped at 15% combined. Refunds: walk away and DHA keeps 20% of everything deposited as administrative charges, refunds no taxes or DHA charges already paid, pays no interest, and takes 120 business days. Transfer: you cannot sell a win until at least 20% is paid — and only a lump-sum payer receives an actual allotment letter; everyone else holds transferable intimation rights, which is a weaker document than the market talks as if it were.
Applying from abroad
Same price, same process, no quota and no discount — nothing in DHA’s documents gives an overseas applicant a different deal. What changes is logistics:
- Identity: NICOP on the printed form; NICOP or POC on the online portal. Plus a passport copy — the form’s own overseas-only field.
- Money: KUICKPAY is built to take international cards through its own payment portal, and Askari Bank — the one bank DHA names here — offers non-resident Pakistanis a Roshan Digital Account that pays KUICKPAY merchants from a foreign-currency balance. Neither has been verified against this project’s specific merchant listing, and we will not pretend otherwise: call the UAN and confirm KUICKPAY accepts this NTN from your country before you rely on it two days before a deadline.
- Somebody at the counter: if you are applying physically from abroad you need a person in Islamabad with authority to sign and submit. NADRA now executes a power of attorney online, without an embassy visit.

Where it has to go, and when
DHA’s form prints its own address twice, in two different forms, on the same four pages. Both, verbatim:
- “Defence Housing Authority Islamabad-Rawalpindi, Defence Mall, Defence Avenue, DHA Phase-I, Islamabad-Rawalpindi, 44000, Pakistan”
- “DHA Islamabad Main Office: Defence Avenue, Phase – I, DHA-Islamabad. Ph: 051-5788515, Fax: 051-5788086”
Office hours are not printed on the form at all. DHA’s own revised-schedule notice says the Authority now runs six days a week, Monday to Saturday, with public-dealing directorates open. That notice does not name the Margalla Enclave sales desk specifically, so treat it as a reasonable basis for planning a visit, not a guarantee — phone first.
The UAN is 051-111-555-400. Which extension you want depends on which DHA document you are holding: the application form prints 1307, 1244, 1258 and 1381; the portal FAQ prints 1307 only; the live result-checker page prints 1301-5. All are DHA’s. If one does not answer, work down the list.
Seven places DHA’s own paperwork disagrees with itself
We publish these not to score points but because every one of them can cost an applicant money or a wasted trip.
- 27 days vs 30 days for the two-year plan’s down payment — table against clause, in the same document.
- Two different head-office addresses on the same four-page form.
- Three different extension sets across form, FAQ and result-checker page.
- The FAQ sends online applicants to the parent domain, where the signup form is not.
- The printed form knows CNIC and NICOP; the portal also accepts POC.
- The lump-sum rebate is never given as a number. DHA only says the rebate is “already incorporated”. Work it back out of DHA’s own two prices and it is 14.26% flat — the arithmetic is on our payment-plan page.
- The late-payment surcharge is confirmed to exist and never priced.
If you cannot reach Defence Mall before the window shuts
This is the ordinary work of a plot dealer in Islamabad, and it is the reason overseas buyers keep one: collecting the form, generating the challan, depositing at the counter, and sending back a photograph of the stamped customer copy the same day. If that is your situation, message me on WhatsApp with your CNIC/NICOP number, the size you want and the plan you want — and I will tell you honestly whether it can still be done in the time left, before you pay anyone anything. If it cannot, I will say so; there is another round, and there is a resale file market that never closes.

Before you pay anything
Every source in circulation says 4 September 2026 — and none of them is DHA. We checked the project portal, the parent DHA website, DHA's own public-notice gallery and press coverage on 2 September 2026: no official surface publishes a closing date for this ballot at all. Treat 4 September as the working date, because that is what the market is working to, but confirm on 051-111-555-400 before you buy a pay order. DHA extended this project's second-ballot deadline once already, from 3 to 10 November 2025.
The processing fee is PKR 10,000 for a 125 sq yd (5 Marla) plot, 15,000 for 250 sq yd (10 Marla) and 20,000 for 500 sq yd (1 Kanal); commercial applications run 30,000 to 60,000. It is non-refundable, non-adjustable and non-transferable in DHA's own words — it is not part-payment of the plot. The real number to plan against is the 20% down payment due within 30 days if you win: PKR 5,000,000 on a 5 Marla three-year plan, 9,800,000 on 10 Marla, 17,000,000 on 1 Kanal.
None. DHA's four-page application form does not ask for a photograph anywhere — we searched the extracted text of all four pages for 'photo', 'picture' and 'passport size' and found nothing. You need a CNIC copy; overseas applicants add a passport copy. Any checklist that tells you to bring attested passport-size photographs is inventing a requirement DHA did not set.

If you hold a POC, register online rather than assuming the counter will accept it, and call DHA to confirm what copy you must attach; that guidance is published nowhere.
As many as you like. The form's Clause 1 and the portal's own panel both say there is no restriction on the number of applications per applicant — one form books one plot, so multiple entries mean multiple forms and multiple processing fees. Whether that improves your odds is a different question, and the honest answer is on our ballot-odds page: DHA has never published how many plots are on offer.
