DHA Islamabad Phase 3 — the FBR Rate Nobody Could Read

FBR's own scanned notification is unreadable on Phase 3's residential rate. We derived the figure from the pattern in every neighbouring row, and show the working rather than guess.

DHA Islamabad Phase 3 is the least publicly documented phase in this whole cluster — no press coverage from a national outlet, no independent price sample we'd stand behind, and, as it turns out, an FBR valuation notification whose own scan is unreadable on this phase's exact residential rate. We read the primary PDF directly rather than repeat a dealer's guess, and show you exactly how we filled the gap.

The Defence Housing Authority Islamabad Act, 2013 (Act XII of 2013) makes DHA its own approving authority for its specified area inside Islamabad Capital Territory — this is why DHA does not appear on CDA’s register of private housing schemes, in either its 70-scheme approved list or its 98-scheme illegal list (both checked 2 Sep 2026). It is expected, not a red flag — see why CDA absence means different things for different kinds of scheme. Where the land instead sits in Rawalpindi District, Punjab, a separate statute — the Defence Housing Authority Rawalpindi Act, 2013 — applies, and planning/NOC oversight runs through the Rawalpindi Development Authority rather than DHA’s own board. CDA and DHA publish no joint boundary map, so which side a specific block sits on is a question for the transfer office, not a website.

Which side of the linePhase 3 has no row at all on FBR's ICT block table (S.R.O. 2392(I)/2025) — only Phase-I, II and V get ICT block rows. The only FBR table that values Phase 3 is the Rawalpindi one. We read this as evidence, not proof (DHA publishes no boundary map), that Phase 3 sits predominantly on the Rawalpindi side of the line.

The FBR figure we had to derive, and how. S.R.O. 877(I)/2026's own PDF is a scanned image, and the OCR on Phase 3's residential open-plot rate is unreadable — the digits come through as a fragment, not a number. Every other DHA row in the same notification was cut by almost exactly the same proportion from its 2024 value: Phase 1 (−30.0%), Phase 2 (−30.0%), Phase 2 Extension (−30.0%), Phase 4 (−30.0%), Phase 5 (−30.0%), DHA Valley (−30.1%). Applying that same ratio to Phase 3's 2024 rate of Rs 1,444/sq ft gives ≈ Rs 1,011/sq ft — which also happens to be the closest reading the scan's visible characters are consistent with. We are labelling this a derived figure, not a directly-read one, and the superstructure rate for this row could not be recovered from the scan at all. Do not compute a tax bill on it: the last directly legible residential figure for Phase 3 is the 2024 rate of Rs 1,444/sq ft, and the FBR/RDA transfer counter will quote the gazette line itself — ask for it in writing before you pay.

What FBR values it at — the number that decides your tax

Advance tax under §236K and §236C is computed on FBR’s notified value, not on what you pay. Almost nobody publishes these per area, so here they are, with the notification they come from.

S.R.O. 877(I)/2026, dated 19 May 2026, is an amendment, not a replacement: its own opening paragraph states it makes “further amendments” to S.R.O. 1728(I)/2024 (29 Oct 2024), substituting the rate columns for the fourteen serial numbers that cover every DHA row on the Rawalpindi table — Phase-I through Phase-V, Phase-II Extension and DHA Valley. Every one of those fourteen rows fell by close to 30% between the two notifications; we read both PDFs directly and give the before-and-after figure for the phase on this page. The honest part

  • This is the thinnest-documented DHA phase we have covered. No press item, no independent price sample, and a partly-illegible FBR figure. Treat any specific number a seller quotes as needing independent confirmation.
  • No ICT-side FBR row exists for Phase 3. If a seller quotes an ICT-table rate for a Phase 3 plot, ask them to show the row — we could not find one.
  • The split jurisdiction still applies. Confirm which authority approved your specific block.

What to ask before you pay

  • “Can you show me any recent, size-specific comparable sale in Phase 3?” We could not find one; if your seller can, that's real information.
  • “Is this plot on the Rawalpindi FBR table, or does it fall under a different phase's ICT row?” Phase 3 itself has no ICT row.
  • “Show me the approved layout plan and possession status.”

Against Bahria Enclave, plainly

Phase 3 is the DHA phase we can say the least about with confidence — which is itself useful information for a buyer weighing it against a corridor like Bahria Enclave, where every sector's status, FBR value and price is published and dated on one page.

If you're specifically being offered a Phase 3 plot, treat the quiet public record as a reason to ask more questions, not fewer, before you pay.
