Park Road underpass opens to traffic — confirmed by a second outlet. Islamabad Scene independently confirms the Park Road crossing beside Margalla Enclave — it calls it “the Margalla Enclave Underpass” — has opened to traffic, after CDA missed its 30 July target; the associated works were originally scheduled for August and the timeline was extended. Park Road underpass opens to traffic — ProPakistani. ProPakistani reports the underpass “has finally opened for traffic after months of delays”, citing video of vehicles using it; a quoted post says it gives access toward DHA Margalla Enclave, Park View City and Bahria Enclave. Part of what the report calls “the Rs. 10 billion Park Road infrastructure project”, which also includes an overhead structure, service roads and other road infrastructure — not yet confirmed finished. Two days to the close — and DHA has never published the closing date at all. We re-checked every DHA surface today: the project portal, the parent site (including the bare hostname that gets past the bot challenge blocking www.), DHA’s own public-notice gallery and the press. No official DHA page states a closing date for the 3rd ballot. Every “4 September 2026” in circulation — including on this site until today — traces back to real-estate marketing pages. Nothing suggests the date has moved; it has simply never been published by the authority running the ballot. Precedent matters here: DHA extended the second ballot’s deadline once already, from 3 to 10 November 2025. Call 051-111-555-400 before you buy a pay order. Correction: the 20 November 2025 ballot was the second, not the first. Our pages described the 20 November 2025 draw at the Jinnah Convention Centre as this project’s first ballot. It was the second. The first was drawn on 24 February 2025 at the Jacaranda Family Club in DHA Phase-2, against roughly 47,000 applications for 125, 250 and 500 sq yd plots, after a 14 February 2025 close. Corrected everywhere it appeared. The correction has a use beyond tidiness: both completed rounds ran exactly ten days from the close of applications to the draw, which is the only evidence-based thing anyone can say about when a third-ballot draw might land.

For overseas applicants: we read the official application form — NICOP eligibility and the payment caveat, documented. Six days before the close, we parsed DHA’s official application form end to end for the overseas case: NICOP holders are eligible in the form’s own words (clause 2, with a dedicated overseas passport field), there is no overseas quota or discount whatever dealer pages imply, and the one honest caveat is the fee channel — nothing official confirms KUICKPAY accepts foreign cards, so pay from your own Pakistani account or through a trusted person. The official 3rd-ballot price schedule, pulled from DHA’s own portal and transcribed. We fetched DHA’s Margalla Enclave portal and put the current schedule on the record: 5 Marla lump sum PKR 21,434,375 (3-year plan 25,000,000), 10 Marla 42.0–49.0 million, 1 Kanal 72.9–85.0 million — exclusive of DHA charges and taxes, 20% down within 30 days of ballot. No balloting or result date exists — despite the dates dealer pages are printing. We checked for an official 3rd-ballot draw date and found none: no DHA or CDA notification names one, and the November dates circulating on dealer sites and YouTube trace back to the first ballot (20 Nov 2025, Jinnah Convention Centre — the SECOND ballot; the first was drawn 24 Feb 2025) — not this round. The portal’s own Ballot Result section sat locked when we checked (exactly right — there is nothing to check yet). Precedent from the 2nd round: balloting in November, results in December, down-payment deadline 24 Dec. We update this log within hours of any official date.
