Margalla Enclave File for Sale — Buying and Selling After the Ballot

Dated asking prices by size, the six checks a buyer has to run, and why two dealer pages disagree by more than double about the same resale profit.

Two markets open the moment a Margalla Enclave ballot is drawn. Winners who did not want a plot so much as a position start looking for a buyer; people who were not drawn, and people who never applied, start looking for a file. Both sides are trading the same instrument and most of them cannot say what it is. This page is the plain version: what is actually being sold, what it is asking today with the date on it, and the six things a buyer has to see before any money moves.

What is actually being sold

A “Margalla Enclave file” is one of three quite different things, and DHA’s own terms separate them even though the market does not:

  • Intimation rights. The winner paid the 20% down payment and holds an Intimation Letter. Clause 8 permits transfer at this stage and says “remaining installment plan will be carried forward to the new purchaser of Intimation rights”. You are buying the plot and the liability. This is what most files on the market are.
  • An allotment letter. Clause 11: issued only after the entire sale consideration and every due, charge and tax is paid. Its holder has, in DHA’s words, “the absolute right to transfer the title of plot”. Rarer, cleaner, and worth materially more than intimation rights on the same plot.
  • Nothing yet. A winner whose down payment has not cleared has no transferable instrument at all — only a name in a list. Clause 8 does not permit a transfer before the 20% is in.

These are asking prices from live listings, swept by hand, with the listing counts shown so you can see how thin some of these markets are. They are what sellers want, not what plots sell for, and we do not have access to transacted prices — nobody in this market does.

The launch column is the first round’s published price, kept here because it is the number most sellers actually paid.

The number nobody in the niche prints: resale is asking below the ballot price. DHA is charging 2.14 Crore for a 5 Marla in the ballot closing this week. The highest 5 Marla asking price in 328 live listings is 1.8 Crore. The same inversion shows at 10 Marla and 1 Kanal. Before you read that as a bargain, read the next section — a listing price and a plot price are not always the same number, and that is precisely why the “profit” figures in this market disagree by more than double.

A red flag that is easy to check. Zameen’s own “Plot Files” category for this project holds exactly two listings, both 8 Marla, at 85–95 Lakh — and 8 Marla is not a size DHA Margalla Enclave sells. The official residential sizes are 125, 250 and 500 square yards, per DHA’s own form. If you are offered an 8 Marla “Margalla Enclave file”, ask which scheme it is really in before anything else.

We have printed both because both are in circulation and neither is DHA’s. We have not averaged them and we have not chosen one. But there is a structural reason they cannot be reconciled, and it is the most useful thing on this page:

A price in a Margalla Enclave advertisement can mean three different things. (1) The whole plot — you pay this and owe DHA nothing further. (2) The transferable rights only, with every remaining quarterly instalment still owed to DHA on top. (3) The premium over what the holder paid — what the market calls “own money”. Portals do not distinguish them and our sweep could not either. Until you know which one a number is, it is not a price, and a profit computed from it is not a profit. Ask the question in exactly those words before you negotiate.

The same ambiguity explains a second oddity in the data: listings tagged ME-3, the newest release, ask the same or slightly more than ME-1 and ME-2 listings. Newer phases usually trade at a discount to developed ones. Here they do not — which is what you would expect if some of those numbers are whole plots and others are rights with instalments outstanding.

One more correction while we are here, because it changes the arithmetic for everyone: the dealer pages quoting “15.5 million / 30 million / 56 million” as the 3rd-ballot price are quoting the launch price. Confirmed vs rumour — the 3rd ballot draw

Timing decides pricing in this market, so it is worth being exact about what is known and what is being repeated. As of 3 September 2026:

What a buyer must verify before any money moves

  1. The original instrument, in your hand. Intimation Letter or Allotment Letter — read which one it says at the top, not what the seller calls it. A photocopy is not a document.
  2. DHA’s own record, at DHA’s own counter. Take the seller and the paper to the Margalla Enclave desk and have the record confirmed against the seller’s CNIC. DHA’s transfer procedure is not published publicly — we checked on 3 September 2026, and its transfer and download pages sit behind a member login — so the counter is the only source of truth.
  3. Every rupee paid to date, and every rupee still owed. Which plan (1, 2 or 3 years), how many of the 4, 8 or 12 quarterly instalments are cleared, the exact next due date, and whether any surcharge has accrued. Clause 9 lets DHA cancel after two consecutive missed instalments, so a file with arrears is a file with a clock on it.
  4. Whether the category premium has been charged. Clause 13 adds typically 10% for a corner, boulevard or park-facing plot, up to 15% combined, at Management’s sole determination. Ask whether it has been billed and paid, or is still coming.
  5. The taxes, in your name. Advance tax under §236K is a flat 1.25% for filers and 10.5–18.5% for non-filers on the FBR value; the seller carries §236C. Non-resident NICOP and POC holders get filer rates under Clause 111AC. Get on the Active Taxpayer List before the transfer, not after — the working is on taxes and transfer costs.
  6. The transfer cost, from the counter. The figures circulating — Rs 77,000 for 5 Marla, Rs 177,000 for 10 Marla, Rs 191,000 for 1 Kanal, plus processing and a transfer set — are dealer-sourced, not DHA-published. Budget from them; confirm on 051-111-555-400.

Selling a Margalla Enclave file

If you are on the other side of this trade, four things decide what you get:

  • Which document you hold. An allotment letter is a materially different product from intimation rights on an identical plot. Say which one you have in the first line of the advertisement and you will filter out half the time-wasting.
  • State the outstanding liability up front. “1.6 Crore, plus 6 quarterly instalments of X still due to DHA” is a serious listing. “1.6 Crore” alone is a negotiation you will lose in the second meeting.
  • Your dues have to be clean before a buyer will move. Arrears do not just cost a surcharge nobody has priced; under Clause 9 they put a 30-day cancellation notice within reach.
  • Timing. The two weeks after a draw are the most crowded fortnight of the year for sellers, because every disappointed applicant is shopping. That cuts both ways: more buyers, and more supply from winners who never wanted a plot.

Before you buy or sell one

One of three things, and the difference is worth crores. If the seller paid the 20% down payment they hold an Intimation Letter and are selling intimation rights — Clause 8 carries the remaining instalment plan forward to you, so you buy the plot and the liability. If they paid in full they hold an Allotment Letter, the title document, with the absolute right to transfer. And if the down payment has not cleared, they hold nothing transferable at all — only a name in a list. Ask which one before you discuss price.

Those are sellers' numbers, not transacted prices, and they may or may not include instalments still owed to DHA. For comparison, DHA's own 3rd-ballot lump sums are 2.14, 4.20 and 7.29 Crore — the resale market is asking below the ballot price.

They are different trades. The ballot is a lottery at a fixed official price with a 30-day, 20% down-payment clock if you win and a non-refundable fee if you do not. A file is certain, immediate, priced by a seller, and carries whatever history the plot has. Right now the unusual fact is that asking prices on files sit below DHA's 3rd-ballot price for the same sizes — but a listing number may be the whole plot or only the transferable rights with instalments still owed. Establish which before comparing anything.

Treat it as a red flag until proven otherwise. DHA Margalla Enclave's official residential sizes are 125, 250 and 500 square yards — 5 Marla, 10 Marla and 1 Kanal — per DHA's own application form. DHA has not announced a date. What exists is precedent: the first ballot closed 14 February 2025 and was drawn 24 February 2025; the second closed 10 November 2025 and was drawn 20 November 2025 — ten days both times. If the window really shuts on 4 September 2026, the same interval lands mid-September. Note that even the closing date is unofficial: no DHA surface publishes one, and DHA moved the second ballot's deadline from 3 to 10 November 2025.
