Why this drawing matters

This page is built from one drawing: DHA's own “Master Plan Margalla Enclave — Kuri Road, Zone-IV, Islamabad”, an Autodesk Civil 3D export dated 16 May 2025 and revised 1 December 2025. DHA's own portal — checked 19 September 2026 — still shows only a location sketch and gallery photos, nothing at this scale. The copy that circulates among dealers had one dealer's name and two phone numbers pasted over the title block as PDF annotations; stripped out below, nothing on the drawing itself was touched.

Why trust a leaked drawing: its totals — 6,990 residential plots, 128 apartment parcels, 389 commercial plots, 7,507 in all — match Table 3.1 of the project's own Pak-EPA Environmental Impact Assessment exactly. Two independent documents agreeing to the plot is a better reason than any dealer's word for it.

A drawing like this answers a different question to a brochure or a dealer's WhatsApp message: it settles geometry, corner counts and how the land is carved up, not who is marketing which block, and not this week's price. What the drawing settles

Distances convert cleanly: the sheet's own 50′, 35′ and 25′ plot frontages agree within 2% on one scale — one drawing point equals 4.36 metres. Numbering runs in pairs across a street, odd on one side, even on the other.

The three residential sizes sit in different parts of the layout, not scattered evenly. One-Kanal plots (500 sq yd) fill the north, between Margalla Enclave Avenue and the Botanical Garden edge, and the lake district inside the Ring Road. Ten-Marla plots (250 sq yd) fill the south and south-west. Five-Marla plots (125 sq yd) sit in the south-east corner, against Bahria Enclave, down to the Gumrah Kas.

Corner plots total 793 across the residential count — 11.4% of the 6,990 — and each carries clause 13's premium: 10% for one feature such as a corner, boulevard or park frontage, up to 15% for more than one. The drawing is the only place that shows which plots those actually are; a dealer calling a plot “prime” is not the same thing.

One thing the sheet exposes that a block name never will: numbering restarts inside each sector, so there are five separate streets called “Street 1” on the same master plan. A description that says only “Street 1” identifies nothing without knowing which of the five sectors it sits in.

What it does not settle

Three things this drawing cannot tell you. Possession: only selected streets of block ME-2 have had possession announced, at the 21 May 2026 event — the sheet carries no possession status per street. Block names: ME-1 through ME-4 are not printed on it at all; they are DHA's own marketing labels laid over a drawing organised by numbered street and sector, not by lettered block. Price: DHA prices strictly by plot size and payment plan, never by street or sector name, so nothing here justifies one street costing more than another of the same size outside clause 13's own premium.

The three land-use lines outside the CDA standard

CDA's Zone-IV rules cap or floor how a scheme's land divides: residential at a 50% cap, commercial at a 5% cap, public building at a 5% floor, open/green space at a 15% floor, graveyard at a 2% floor, roads at a 23% floor. Working from a net 10,000-kanal planning area (10,443.33 kanal including CDA Zone-IV roads), Margalla Enclave sits within the standard on three of those six lines and outside it on the other three.

Residential, at 45.07%, sits under its cap. Open/green, at 15.92%, and roads, at 28.15%, both clear their floors. Commercial, at 6.04%, runs over its cap by roughly a fifth. Public building, at 4.67%, falls just short of its floor. Graveyard, at 0.16%, falls more than twelve times short of its 2% floor.

The commercial overage is chiefly a compliance question for DHA and CDA to settle between themselves — more commercial plots doesn't take anything from a house buyer. The shortfall worth a buyer's attention is public building, because that's the category carrying schools and health facilities. The sheet's own amenity count bears this out: across 7,507 plots, only 7 schools and 2 health facilities, against 16 mosques and 60 parks and playgrounds.

Common plots — the land the JV left unallocated

Every plot on the sheet is credited to one of three pools: the CDA's 55% share, DHA's 45% share, or “common” — land in neither partner's individual allocation. Residential is almost entirely split between the two: only 30 of 6,990 plots, 0.4%, are common. Apartments are different — 48 of 128 parcels, well over a third, sit in the common pool.

Commercial is where the common pool concentrates the largest plots on the whole scheme. Of 389 commercial plots, 107 (27.5%) are common, and they are not a random slice: the sole 126-Kanal mega mall, the sole 10-Kanal hotel plot, all 11 of the 2.23-Kanal plots, all 17 of the 5-Kanal plots and all 17 of the 5.55-Kanal plots. Margalla Enclave's biggest single commercial anchors sit outside the CDA/DHA split entirely — worth knowing if you're asking who actually controls the scheme's future commercial footfall.

How to use it if you applied in the 3rd ballot or are buying a file

  1. Start from your plot number, not the block name on your allocation letter — ME-1 to ME-4 don't appear on the drawing, so use the sector table above to place it.
  2. Check whether your plot is a corner, or faces a boulevard or park. Clause 13 adds a 10% premium for one such feature, up to 15% for more than one; the drawing shows which plots qualify, a dealer's word doesn't.
  3. Confirm the sector before trusting a bare street number. Numbering restarts per sector, so “Street 1” alone could mean any of five different streets.
  4. Before paying on a possession promise, check whether possession has actually been announced for your street — only selected ME-2 streets had, as of the 21 May 2026 event. Clause 14 also needs full payment and an approved building design, not just the announcement.
  5. Price by size and payment plan only. DHA doesn't price by street, so a premium quoted “because it's a good street” outside clause 13's corner/boulevard/park categories has no basis in DHA's own structure.
  6. If a plot sits in the common pool — check it against the commercial or apartment tables above — remember it isn't part of either partner's allocation share, which changes who you're ultimately dealing with.
