D-12 is the boring sector — and in Islamabad’s elite belt, boring is the luxury.
One authority (CDA), one title chain, no possession dispute we could find in years of sector coverage, a
functioning Markaz with a transacted billion-rupee auction result, and now the site of
Islamabad’s first international cricket stadium. Next door, E-11 offers bigger names and a title map
with five societies on it. That contrast — which no portal will draw, because both sectors advertise
— is the most useful thing a buyer can know about either.
What D-12 is
A CDA-administered residential sector at the foot of the Margallas, established circa 1994
(per portal records — we found no CDA primary document dating it, and we flag rather than hide that),
with sub-sectors D-12/1–4 around a central, genuinely built-out Markaz. The strongest evidence of its
delivered state is circumstantial but heavy: across years of reporting on Islamabad’s delayed sectors
— E-12’s 32-year possession saga, I-12’s non-development — D-12 is the sector
those reports use as the finished contrast, and in December 2025 the federal government chose it for
a national stadium project, which presupposes serviced land.

The FBR anomaly — we print it, you judge it

D-12’s notified value is 4–8× every neighbouring sector on the same gazette
page. We re-read the printed table visually to rule out our own transcription error — 91,000
is what the gazette says. Whether that is FBR pricing D-12’s finished state honestly while the
C-series lags, or a data-entry oddity inside the notification, no document answers. What it means for you is
concrete either way: D-12’s tax base is unusually close to its market prices
(≈4.55 Cr/Kanal FBR vs 10–18 Cr asking — a 2.2–4× ratio), so the taxed
proportion of a D-12 transaction runs higher than in most sectors. Full table and the rule it feeds:

The stadium — D-12’s dated news hook
CDA approved siting Islamabad’s first international-standard cricket stadium in D-12, along
Iran Avenue (reported 3 Dec 2025), with construction targeted from mid-January 2026 and official
completion talk of under a year — plus an adjacent hotel and match-day traffic planning. For residents
that cuts both ways: national-grade infrastructure and connectivity investment on one side; construction
years and event-day congestion on the other. We publish the fact and the date; the promised timeline we will
believe when we see it — this is still Islamabad.
D-12 vs E-11 — the comparison the portals will not draw
Same Margalla foothills, same buyer budgets, opposite paperwork: D-12 offers a single CDA title
chain and no litigation history we could find; E-11 offers bigger
per-listing upside, a real apartment market — and five societies, a 2011 Supreme Court ruling, and an
unresolved NOC record. If your priority is sleep, D-12 is the argument. If you buy E-11’s
