CDA Plot Transfer in Islamabad 2026: Fees, Documents, Timelines & the Dues Trap

CDA’s own FAQ says it in one line most buyers never read: “The transfer of any property shall be restricted in… outstanding dues (till their clearance).” Every stalled file we see traces to one of three things — dues nobody checked, a document the counter rejected, or a fee schedule that changed under the deal. All three are avoidable with the actual mechanics in hand, so here they are, from CDA’s primary pages, dated.

Where and how fast

Transfers run through CDA’s One Window Operation at the Main Secretariat, G-7/4, spanning Estate Management I–II, the One-Window Directorate and Building Control. The 2022 SOP reform set the targets that still frame expectations: under 20 days for processing, and a No Demand Certificate in 4 working days. Real files meet those targets exactly when the paperwork below is complete on day one — and blow through them when it is not.

The fee, and its recent whiplash

  • Standard CDA transfer fee: 1% → 3% (from 1 Jul 2025, per Dawn) → back to 1%, announced 9 Apr 2026 on cda.gov.pk. Best current reading for August 2026: 1%. If a quote was built in the 3% window, have it re-run.
  • Title deed 0.5% · family/inheritance transfer 0.75% — and CDA’s FAQ lists a PKR 5,000 family-transfer fee · urgent transfer Rs 10,000 flat.
  • Federal taxes are separate from CDA’s fees: §236C for the seller (flat 2.75% filer / 11.5% non-filer) and §236K for the buyer (flat 1.25% filer; non-filers slabbed) — both verified from the Finance Act 2026 gazette, with the trail on taxes & costs. ICT stamp duty we deliberately do not quote: three irreconcilable figures circulate and no primary notification settles it — confirm at the counter on the day.

The dues trap, in practice

Because dues block transfer until cleared, they function as a lien the seller’s price rarely mentions. The sequence that protects you: pull the dues picture at shortlist stage, price any arrears into the offer, and make the NDC a condition of the token — not something discovered at the counter. One question we refuse to answer until CDA does

Are CDA residential plots leasehold or freehold? CDA’s FAQ answers only the commercial case (33-year lease, extendable twice to 99). For residential — including the 1963-era elite sectors — no primary source states it, and the answer may vary by allotment era. Every site that answers this question confidently is guessing; we have an Estate Management inquiry open instead, and this page updates when it lands.

Yes — CDA's own FAQ states transfers are restricted while outstanding dues remain unpaid, and the counter will also hold files over incomplete documents (missing Building Control NOC where required, tax clearance, attestation gaps). The dues check belongs at shortlist stage, not transfer day.
