DHA Islamabad Plot Transfer Procedure & Fees 2026

DHA's own five transfer categories, the DHA-402(R) document checklist and the NDC form's internal approval chain — read from DHA's own forms, with the fee it does not publish flagged as such.

DHA Islamabad-Rawalpindi runs five separate transfer procedures, and it publishes no fee schedule for any of them. Both facts come straight off DHA’s own site: its “Transfer Procedure Downloads” page splits transfers into Normal, Gift, GPA, SPA and Widow/Widower/Legal-Heir categories, each with its own document set — and the No Demand Certificate form itself leaves the fee as a blank line, “as per statement of dues,” computed per file rather than quoted as a rate card. Here is what DHA’s own downloads page and its two core transfer forms actually say, what they do not say, and where the dealer-quoted numbers that circulate instead stand.

The five transfer categories DHA itself publishes

DHA’s downloads page (dhai-r.com.pk/tfr-proc-downloads-list, read 4 Sep 2026) is a set of five tabs, each a document bundle rather than a written-out sequence of steps:

Normal Transfer — the document checklist, verbatim

DHA’s own form DHA-402(R), “Application for Transfer of Plot” (PDF, dhai-r.com.pk) is a letter the seller addresses to “The Administrator, Defence Housing Authority Islamabad-Rawalpindi,” declaring the sale and listing the papers “executed… for further necessary action and official record.” Read plainly, that means every item below is assembled before the application is submitted — the NDC (item b) has to already exist, not be requested at the same visit:

Who actually signs off — read off DHA’s own NDC form

DHA’s No Demand Certificate, form DHAI-502(F) (PDF, dhai-r.com.pk), certifies that dues “including transfer fee” have been received against the seller’s membership and plot number, and assigns the buyer a new membership number. The form’s own printed remarks block routes approval through four internal directorates before the Secretary signs off — in this order: Director Finance → Director TP&BC (Town Planning & Building Control) → Director Legal → Director Transfer & Record → Secretary. This is the clearest primary-source evidence of how DHA actually approves a transfer: entirely in-house, through its own directorates, rather than routed to an outside regulator.

That is also the concrete difference from CDA plots. The fee — what DHA states, and what only dealers state

DHA’s own DHAI-502(F) form leaves the transfer-fee amount as a blank line to be filled in “as per statement of dues” — there is no printed rate card on either document we could read, and DHA’s member-gated pages (transfer-procedure/, downloads/) redirect to login for anyone outside the portal. The figures below are what circulates among dealers for DHA Margalla Enclave specifically, checked against a third-party site on 3 September 2026 — not DHA’s own published numbers:

Confirm the actual figure at DHA’s own transfer counter before budgeting against it. Buying or selling from overseas

The GPA and SPA categories above are not a workaround — they are two of DHA’s own five published transfer routes, each with its own specimen document and “procedure of preparing” note. For an overseas Pakistani, the practical route is a NICOP plus a properly attested Special Power of Attorney naming the plot and the transaction — never a general POA. Where Margalla Enclave file transfers fit in

Margalla Enclave’s own balloting terms (Clause 8, its 2nd/3rd-ballot form) say a successful applicant’s Intimation can be transferred “after deposit of 20% Payment… through normal transfer procedure” — DHA’s own words point straight back at the Normal Transfer category and DHA-402(R) form above, not at a separate Margalla-only process. Confirm the actual figure at the transfer counter before budgeting against it.

DHA Islamabad-Rawalpindi's registered address is Phase-I, Defence Mall, Defence Avenue, Islamabad-Rawalpindi — the same head office its transfer forms are addressed to (“The Administrator, Defence Housing Authority Islamabad-Rawalpindi”). Transfers are processed and approved in-house through DHA's own directorates rather than at a separate outside counter, which is the structural difference from a CDA plot's One Window process.

For a Normal Transfer, DHA's own form DHA-402(R) lists eight items: the original allotment/allocation letter, a No Demand Certificate already obtained, a seller's affidavit on Rs 20 stamp paper (attested by an Oath Commissioner), a purchaser's undertaking on Rs 20 stamp paper, an agreement to sell on Rs 100 stamp paper (attested by DHA itself), a membership application from the purchaser, two passport-size photos, and CNIC photocopies of the seller, purchaser and two witnesses. Gift, GPA, SPA and Widow/Legal-Heir transfers each substitute a different set — see the category table above.
