I-15 carries the one line on FBR's entire Islamabad gazette explicitly flagged “non-developed” among this group of sectors — and yet it also has the single largest live listing count of any sector in this guide, 477 plots for sale. Those two facts sitting side by side is the honest story of I-15: a plotted, actively-traded sector that the regulator itself has not yet priced as a finished one.

I-15 is one of CDA's newer plotted sectors, with confirmed sub-sectors I-15/1–4 and a Markaz on OpenStreetMap (fetched 4 September 2026). FBR's own S.R.O. 644(I)/2026 gazette lists I-15 with a “non-dev” annotation at Rs 20,000/sq yd, shared with the Ghauri Town line. What that implies, and nothing more: FBR itself has not classified the sector's infrastructure as complete for valuation purposes at the time of the gazette. It is not a statement about individual plot possession, and it is not a legal-status finding — it is a valuation-table flag, and we report it as exactly that.

For I-15 specifically: FBR's S.R.O. 644(I)/2026 gazette carries a 'non-developed' flag on its valuation line, which signals the regulator has not priced its infrastructure as complete — it is a valuation annotation, not a possession letter, and we have not fetched a primary CDA possession notice for I-15 this session.
