Margalla Orchard has a real timeline and a marketing timeline, and they are not the same document.
This is the real one: every development we can date to a primary source, newest first, with what it actually means
for a buyer. Where something has not happened — a confirmed possession date, a producible CDA NOC
— that absence is recorded too, because on a scheme this young the absences are the story.

Where the resale market actually is. Live listings read today: 377 residential and 35 commercial on Zameen, with Lamudi carrying the same syndicated pool (371 residential). Blocks A, B, C, D, E, G and H all show listings; Block F shows none on any portal. Graana carries just two listings and files them under “Park Road, Islamabad” rather than Margalla Orchard at all; Ilaan returns nothing; Aarz.pk is down. Block-by-block table.

CDA orders schemes to display approved layout plans. CDA's Planning Wing directed ICT scheme sponsors to display approved LOPs (booking office board with QR code, and on the website), to have allotment letters CDA-vetted, and to restrict transfer to plots inside the approved layout. The notice names no schemes, and Margalla Orchard is not tracked in CDA's private-scheme registry — so whether it is in scope is genuinely unclear. Either way: find your plot on the approved plan.

Margalla Orchards Walk commercial ballot held. The computerized ballot for the commercial zone was held at DHA Phase II Imperial Hall, following a 13 February application deadline. DHA's own channels later promoted a further commercial window advertising 5, 8 and 10 Marla — the original round was 5 and 8 Marla only. FGEHA publishes its own Margalla Orchard page. FGEHA's official site describes the scheme as “the joint collaboration of DHA, SCBAP and FGEHA.” Notably, it makes no CDA NOC claim at all — despite that being the single most-repeated line on every dealer site. What is actually documented.

DHA joins the scheme under a tripartite agreement. FGEHA, DHA and SCBA signed at the SCBA Hostel Auditorium, attended by the Federal Law Minister and the Housing Minister. Dawn reported over Rs 6 billion already deposited by lawyers toward a scheme that had not been delivered — which frames DHA's entry as a rescue-and-deliver arrangement, and explains the resale wave that followed. FGEHA warns that fgeha.org is a fake website. A public notice states that “an unauthorized website (fgeha.org) has been created, falsely replicating our official [FGEHA.GOV.PK] website… misleading the public and may be used for deceptive purposes.” The replica still surfaces in search results for Park Road / Margalla Orchard documents. The genuine domain is fgeha.gov.pk.

Computerized balloting held; allotment letters issued. Balloting for FGEHA and SCBAP members took place at the Islamabad Convention Centre with the Prime Minister attending. POL (permission to occupy land) was subsequently issued to both member groups. This is why there is no booking window for outsiders today — residential entry is by resale from an original allottee. Layout plan approved — 8,380.30 kanal, 4,781 plots. FGEHA approved the layout plan drawn by NESPAK (sheet dated 3 Aug 2022). It sets the scheme at 8,380.30 kanal and 4,781 residential plots, and allocates 26.58% to roads, 15% to parks and open space, 5.56% to apartments and 2.04% to a graveyard. The full plan, digitised.
Three things that have not happened
- Nobody has produced a CDA NOC. Every dealer site asserts one; none cites a number or a date.
CDA's public registry does not list the scheme and states that FGEHA/DHA schemes sit outside it. FGEHA's own page
never claims one. What exists is an FGEHA layout-plan approval dated 4 Aug 2022 — a real approval, but a
different thing. The full record.
- No residential possession has been demonstrated to us. Development claims — boundary
wall complete, levelling under way, underground utilities — all trace to marketing pages, not to reporting
or an inspection. Listings themselves say “semi developed”.
- No transacted price exists in public. Across Zameen, Lamudi, Graana and OLX we found asking
prices only. Anyone quoting you “the market rate” is quoting an ask with the caveats removed.
