Margalla Orchard Latest Update — Balloting, Possession & Development Status

A dated log of what has happened and what has not: the 2022 balloting, DHA's Sep-2025 entry, the Feb-2026 commercial ballot, and the possession date and CDA NOC nobody has produced.

Margalla Orchard has a real timeline and a marketing timeline, and they are not the same document. This is the real one: every development we can date to a primary source, newest first, with what it actually means for a buyer. Where something has not happened — a confirmed possession date, a producible CDA NOC — that absence is recorded too, because on a scheme this young the absences are the story.

Updated weekly. If a dated announcement lands — a possession handover, an LOP revision, a new commercial window, or the NOC document nobody has yet produced — it appears here the same week, and the affected guide gets updated with it.

25 Aug 2026

Where the resale market actually is. Live listings read today: 377 residential and 35 commercial on Zameen, with Lamudi carrying the same syndicated pool (371 residential). Blocks A, B, C, D, E, G and H all show listings; Block F shows none on any portal. Graana carries just two listings and files them under “Park Road, Islamabad” rather than Margalla Orchard at all; Ilaan returns nothing; Aarz.pk is down. Block-by-block table.

21 Aug 2026

CDA orders schemes to display approved layout plans. CDA's Planning Wing directed ICT scheme sponsors to display approved LOPs (booking office board with QR code, and on the website), to have allotment letters CDA-vetted, and to restrict transfer to plots inside the approved layout. The notice names no schemes, and Margalla Orchard is not tracked in CDA's private-scheme registry — so whether it is in scope is genuinely unclear. Either way: find your plot on the approved plan.

18 Feb 2026

Margalla Orchards Walk commercial ballot held. The computerized ballot for the commercial zone was held at DHA Phase II Imperial Hall, following a 13 February application deadline. DHA's own channels later promoted a further commercial window advertising 5, 8 and 10 Marla — the original round was 5 and 8 Marla only. 4 Feb 2026

FGEHA publishes its own Margalla Orchard page. FGEHA's official site describes the scheme as “the joint collaboration of DHA, SCBAP and FGEHA.” Notably, it makes no CDA NOC claim at all — despite that being the single most-repeated line on every dealer site. What is actually documented.

26 Sep 2025

DHA joins the scheme under a tripartite agreement. FGEHA, DHA and SCBA signed at the SCBA Hostel Auditorium, attended by the Federal Law Minister and the Housing Minister. Dawn reported over Rs 6 billion already deposited by lawyers toward a scheme that had not been delivered — which frames DHA's entry as a rescue-and-deliver arrangement, and explains the resale wave that followed. 17 Feb 2025

FGEHA warns that fgeha.org is a fake website. A public notice states that “an unauthorized website (fgeha.org) has been created, falsely replicating our official [FGEHA.GOV.PK] website… misleading the public and may be used for deceptive purposes.” The replica still surfaces in search results for Park Road / Margalla Orchard documents. The genuine domain is fgeha.gov.pk.

Land-owner compensation notice for the Park Road scheme. FGEHA published a public notice titled “Park Road Scheme Land Owners For Recovery Of Compensation.” Land-acquisition compensation disputes are the classic reason Islamabad schemes stall, and this one is primary-source documented on FGEHA's own site — it appears on no dealer page.

Computerized balloting held; allotment letters issued. Balloting for FGEHA and SCBAP members took place at the Islamabad Convention Centre with the Prime Minister attending. POL (permission to occupy land) was subsequently issued to both member groups. This is why there is no booking window for outsiders today — residential entry is by resale from an original allottee. Layout plan approved — 8,380.30 kanal, 4,781 plots. FGEHA approved the layout plan drawn by NESPAK (sheet dated 3 Aug 2022). It sets the scheme at 8,380.30 kanal and 4,781 residential plots, and allocates 26.58% to roads, 15% to parks and open space, 5.56% to apartments and 2.04% to a graveyard. The full plan, digitised.

Three things that have not happened

  • Nobody has produced a CDA NOC. Every dealer site asserts one; none cites a number or a date. CDA's public registry does not list the scheme and states that FGEHA/DHA schemes sit outside it. FGEHA's own page never claims one. What exists is an FGEHA layout-plan approval dated 4 Aug 2022 — a real approval, but a different thing. The full record.
  • No residential possession has been demonstrated to us. Development claims — boundary wall complete, levelling under way, underground utilities — all trace to marketing pages, not to reporting or an inspection. Listings themselves say “semi developed”.
  • No transacted price exists in public. Across Zameen, Lamudi, Graana and OLX we found asking prices only. Anyone quoting you “the market rate” is quoting an ask with the caveats removed.

Quick answers

As of 25 August 2026: the commercial ballot for Margalla Orchards Walk was held on 18 February 2026 and DHA has since advertised a further commercial window; the residential side remains a resale market because member balloting was completed on 14 September 2022; and CDA issued a directive on 21 August 2026 requiring schemes to display approved layout plans and restricting transfers to plots inside them. No residential possession handover and no producible CDA NOC has been demonstrated. We update this log weekly.

There is no confirmed residential possession date from any primary source. Marketing pages target roughly <b>December 2026 for the commercial zone</b>, contingent on 40% payment &mdash; that is a dealer claim, not a DHA document we could verify. For residential, POL (permission to occupy land) was issued to original FGEHA and SCBAP members after the 2022 balloting, but that is not the same as delivered, serviced possession, and live listings still describe plots as "semi developed". Treat any specific possession date you are quoted as a sales projection until someone shows you it in writing.

For <b>residential</b> plots, no &mdash; balloting for FGEHA and SCBAP members was held on 14 September 2022 at the Islamabad Convention Centre, so there is no booking window for an outside buyer. You enter by resale from an original allottee. For <b>commercial</b> (Margalla Orchards Walk), the first round closed 13 February 2026 and balloted on 18 February 2026, and DHA has since advertised a further window &mdash; confirm the live position on DHA's own portal rather than on any dealer's date, including ours.

We could not find a published development-charge schedule from FGEHA or DHA, and none of the live listings we read stated a figure. What we do have are transfer charges quoted by marketing sources &mdash; PKR 150,000 for 10 Marla, 225,000 for 14 Marla and 280,000 for 1 Kanal, processed at the FGEHA office in G-10 &mdash; and those are <b>not itemised</b>, so it is unclear whether tax and authority charges sit inside or on top. Get the breakdown in writing from the transfer counter before you commit.

The version FGEHA publishes is titled "Park Road Scheme <b>Updated</b> LOP" and its sheet is dated 3 August 2022, approved 4 August 2022 &mdash; that is the current public document and it is what we have digitised. Separately, one property publication reports that FGEHA has moved to revise the layout now that DHA has joined, and that DHA intends to connect Margalla Enclave and Margalla Orchard through further land acquisition. We could not open that source directly, so we flag it as <b>unverified</b>. If a revised plan is published, this page and the map page get updated the same week.
