Short answer: Contractor-published bands in 2026 put a commercial plaza at roughly PKR 3,500 to 4,500 per sq ft for the grey structure, and PKR 5,500 (basic), PKR 8,000 (standard) or PKR 11,000 (premium) per sq ft all-in. Multiply by covered area, not plot area. A Bahria Enclave 30x40 plot at L.G+G+3 and full coverage is 6,000 sq ft covered, which is about PKR 4.8 Crore at PKR 8,000 per sq ft, before fees (our arithmetic). These are published bands, not a quote.

The calculator above does the multiplication. This page explains what goes into the inputs, so you can judge the answer. Most searchers type a plot size ("5 marla plaza construction cost") and expect one number. The honest answer is that the number depends on two things the plot size does not tell you: how many levels you may build, and which finish tier you choose.
What these figures are: rates published by two contractor and design firms, primarcstudio.com (blog dated 21 April 2026) and acco.com.pk (plaza page dated 3 March 2026). They are marketing bands, they disagree with each other, and neither is a bill of quantities for your plot. Use them to sanity-check a quote, never to replace one.
The formula
Cost = covered area x rate per sq ft. Covered area is the plot footprint multiplied by the number of levels, adjusted for coverage. At 100% coverage it is simply footprint x levels. A basement or lower ground counts as a level, because you pay to excavate, waterproof and finish it.
The bands we use:
- Grey structure: PKR 3,500 to 4,500 per sq ft. Primarc puts grey at PKR 4,500 (range 3,500 to 5,500); acco puts it at PKR 3,500.
- All-in, basic: PKR 5,500 per sq ft (acco, standard tier).
- All-in, standard: PKR 8,000 per sq ft. Primarc calls this its "safe zone": grey 4,500 plus finishing 3,500.
- All-in, premium: PKR 11,000 per sq ft (acco's luxury tier; acco also lists a high-end tier at PKR 8,500).
Note the naming clash: acco's "standard" is our "basic" PKR 5,500. We use plain labels so the calculator and this page agree.
Worked example: a Bahria Enclave 30x40 commercial plot
Bahria Town's own building SOP (2023-24 edition, page 79) lists Bahria Enclave commercial plots of 30x40 and 40x45 feet as L.G+G+3 with 100% coverage. That is a lower ground, a ground floor and three upper floors on the full plot: five levels. Our commercial building rules page explains the rule and its catches.
- 30x40: 1,200 sq ft footprint x 5 levels = 6,000 sq ft covered. At PKR 8,000 per sq ft that is PKR 4.8 Crore. Grey only (PKR 3,500 to 4,500): PKR 2.1 to 2.7 Crore. At PKR 5,500 all-in: PKR 3.3 Crore. At PKR 11,000: PKR 6.6 Crore.
- 40x45: 1,800 sq ft x 5 = 9,000 sq ft covered. At PKR 8,000 per sq ft that is PKR 7.2 Crore. Grey only: PKR 3.15 to 4.05 Crore. At PKR 5,500: PKR 4.95 Crore. At PKR 11,000: PKR 9.9 Crore.
All of this is our arithmetic on the published bands, before the fees and extras listed below. Gross covered area is also not lettable area: stairs, a lift shaft and services take a larger share of a small footprint.
Cost by plot size: 4, 5, 8, 10 Marla and 1 Kanal
People search by Marla, so here is the same maths for each size, using a 225 sq ft Marla. The levels column is only an assumption to make sizes comparable.

The Bahria Enclave SOP names only 30x40 and 40x45 for L.G+G+3. For other sizes, levels depend on the society's rules, so five levels is shown only for comparison. If your plot allows four levels, cut the covered area by a fifth; if it allows more, it rises.
4 Marla plaza construction cost
A 4 Marla commercial plot is 900 sq ft, a 30x30 footprint on the DHA Margalla Enclave master plan. Five levels give 4,500 sq ft covered, so the band runs from PKR 2.48 Crore (basic) to PKR 4.95 Crore (premium), PKR 3.6 Crore at standard (4,500 x 8,000). With only 900 sq ft per floor, the stair and lift core is a large slice of every level.
5 Marla plaza construction cost
A true 5 Marla is 1,125 sq ft. Bahria's 30x40 plot is 1,200 sq ft, which is about 5.33 Marla, so dealers often call it "5 Marla". That is why the worked example above uses 6,000 sq ft, not 5,625. Always ask which footprint a quote is built on.
8 Marla plaza construction cost
8 Marla is 1,800 sq ft, the same as a 40x45 plot. Five levels give 9,000 sq ft covered: PKR 4.95 Crore at PKR 5,500, PKR 7.2 Crore at PKR 8,000 and PKR 9.9 Crore at PKR 11,000.
10 Marla plaza construction cost
10 Marla is 2,250 sq ft. The Bahria Enclave SOP row we read does not name this size, so check what your plot allows. At five levels, 11,250 sq ft covered costs PKR 6.19 to 12.38 Crore across the basic-to-premium band, and PKR 9.0 Crore at PKR 8,000.
1 Kanal plaza construction cost
One Kanal is 4,500 sq ft. At five levels that is 22,500 sq ft covered: PKR 12.38 to 24.75 Crore, and PKR 18.0 Crore at standard. At this size a lift, generator and fire system are certain, and the SOP's completion rule changes slightly (see timeline below).
Why floors allowed matter more than plot size
A 5 Marla plot allowed five levels carries more covered area than an 8 Marla plot allowed three. Two plots of the same size can differ by a floor or two depending on class, location and the society's rules. Before you compare any quote, get the allowed floor count for your exact plot number in writing. On the Enclave that means the Design Wing, because the SOP fee table lists B+G+3 and B+G+4 headings while the classification row says L.G+G+3. The detail is on the rules page.
What the per-sq-ft figure includes, and what it does not
Contractor bands usually cover structure, standard services roughing and the finish tier. They rarely say exactly what is in, so ask. Here is how the extras fall, with "not in the band" where we cannot say:
- Approval and design fees: separate from the construction rate. The SOP schedule is below.
- Utility connections (electricity, gas, sewerage): not in the band. The SOP final NOC asks for utility NOC forms.
- Lift: not in the band, and no figure from our sources.
- Generator or solar: not in the band.
- Fire-fighting system: required for completion. The SOP allows a floor provisional completion only if the exterior is finished and fire-fighting for the whole plaza is operational. Check whether the quote prices it, because it is not in the band.
- Basement shoring and waterproofing: the SOP allows one basement up to 12 ft deep for plots up to one kanal; budget the shoring and waterproofing as their own items.
- Contractor margin and escalation: may already sit inside the rate or be added on top. Ask.

Bahria Town's SOP also says there are no approved contractors of Bahria Town, and that Bahria does not take responsibility for soil, structural or MEP design. The quality of the building is your contract with your contractor, not the society.
Grey structure versus finishing
Grey structure is the building shell: excavation, foundations, columns, slabs, walls, plaster-ready. Finishing is everything that makes floors lettable: tiles, ceilings, doors, glazing, electrical fit-out, plumbing fixtures and the facade work the elevation allows.
On the published numbers, grey is the larger part: Primarc's PKR 4,500 of PKR 8,000 is 56%, and acco's PKR 3,500 of PKR 5,500 is 64% (our arithmetic). Finishing is where the spread to PKR 11,000 comes from, and it is the part you can control. The SOP says elevations are fixed for commercial areas, though floor plans are your choice, so the street face is not where you save or spend.
Ask for grey and finishing as two separate rates. It lets you start the grey structure and decide on finishing later.
Timeline: 8 to 14 months, plus the SOP deadlines
acco puts a plaza at 8 to 14 months: design 1 to 3, grey structure 4 to 6, finishing 3 to 5. The SOP gives the Design Wing 14 working days for a pre-approved plan and 20 for a new design.
The SOP deadlines are firm: construction must start within three years of the first possession letter (clause 12.16, page 134), or Bahria Town may apply a non-utilization fee or cancellation. Once started, completion with a certificate is required within 18 months for plots up to one kanal. Above one kanal the SOP gives three years. A realistic plan finishes inside both clocks. Build it or buy it ready?
On 2 October 2026 we read Zameen.com's Bahria Enclave search pages (page one only, asking prices). One listing is a Sector A 4 Marla plaza, L.G+G+3, asking PKR 9.5 Crore. Sector A 4 Marla plots on the same page ask PKR 5.0 to 6.0 Crore.
- Plot: PKR 5.0 to 6.0 Crore.
- Build: 900 sq ft x 5 levels = 4,500 sq ft x PKR 8,000 = PKR 3.6 Crore.
- Total: PKR 8.6 to 9.6 Crore, before fees and the cost of waiting (our arithmetic).
So the ready plaza asks roughly what it costs to build. Buying ready saves the 8 to 14 months of building,. What you give up is knowing the construction: you inherit someone else's contractor, steel and workmanship. That is why the final NOC, the fire-fighting certificate and a structural report matter, and the checklist covers them. For what such a building might earn, read the rental yield evidence; asking-price yields in our sample ran from 3.8% to 5.6% gross.
How to get a real quote
- Ask for a bill of quantities (BOQ), not a single rate. A BOQ shows quantities and unit rates you can compare line by line.
- Get grey and finishing priced separately, per sq ft of covered area.
- Define covered area in writing: which levels, which balconies, whether the basement is counted.
- Insist on an escalation clause for steel and cement, so price movement is shared by rule, not argued later.
- Pay by stage, tied to inspected milestones, not by calendar.
- List the exclusions: lift, generator or solar, fire-fighting, utility connections, facade work.
