CDA's September letter, as reported: 12,543 approved kanals vs more than 18,000 developed, offices ordered sealed, utilities only per approved plans. What it says, what it does not, and what to check.

Short answer: According to a CDA letter reported by The Nation and Daily Times on 25 September 2026, CDA directed the sealing of Bahria Town's site and marketing offices at Bahria Enclave over an alleged expansion from the approved 12,543 kanals to more than 18,000. The letter does not cancel the approved layout, and we found no report of a physical sealing, a court stay or a Bahria response as of 2 October 2026.

What the CDA letter says

Everything in this section is an allegation or a direction attributed to CDA, as reported by The Nation and Daily Times on 25 September 2026. We have not seen the letter itself; we read both reports in full.

  • The approved layout plan of Bahria Enclave-I covers 12,543 kanals, approved in December 2020. CDA issued its NOC in April 2022.
  • Land that was unclear when the plan was processed was shown as "vacant pockets". CDA alleges development was then carried out on those pockets without a revised layout plan or building plans.
  • CDA alleges the scheme was extended to more than 18,000 kanals.
  • CDA alleges that land reserved for a park under the approved layout "had been converted into commercial use".
  • CDA alleges encroachment on CDA land, including an access road from Old Kuri Road built on CDA land.
  • CDA says development is incomplete and there is no completion certificate.
  • CDA says two layout plans in its own record differ by more than 200 kanals in parks, playgrounds and green area.
  • CDA directed sealing of the marketing and site office buildings of Bahria Town (Pvt) Ltd at the "New Bahria Head Office, Business District, Bahria Enclave, Zone-IV".
  • According to Daily Times, CDA directed IESCO and SNGPL to provide utility connections "only in accordance with the approved layout plan and sanctioned building plans". It also directed Bahria Town to deposit dues, penalties and fees, remove unauthorised buildings and the access road, and obtain approvals for the extension.

What it does not say

One outlet, Daily Ausaf, headlined on 24 September that Bahria Enclave had been "declared illegal". The fuller reports do not describe that. They describe action over an unapproved extension and alleged violations. The approved 12,543-kanal layout is not cancelled in either report, and CDA's own register page for Bahria Enclave Phase-I, which we read on 2 October 2026, still shows a revised layout plan over 12,543.11 kanals approved on 29-12-2020. (The same page shows the NOC status as "Not Issued", which disagrees with the 8 April 2022 NOC that CDA's own notices cite. We explain that on our legality page.)

The distinction that matters: a society can have an approved layout plan and still be accused of building outside it. Your question is not "is Bahria Enclave legal?" but "is my plot inside the approved layout?" That is a question about a plot number, and it has an answer you can check.

What is unknown as of 2 October 2026

  • Physical sealing: we found no report that the offices were actually sealed.
  • Court stay: we found no report of any court order.
  • Bahria Town's response: we found no Bahria Town statement on the Enclave order.
  • Which plots are inside the extension: CDA's letter, as reported, does not list plots. A source quoted by a property portal said not all plots in Bahria Enclave may be affected; that is a portal quote, not a CDA statement, so treat it with care.

We will say "we found no report" rather than "it did not happen", because absence of a report is not proof.

Do not mix this up with Phase III-E and IV

A separate decision made headlines on 17 September 2026. Dawn reported that CDA cancelled the layout plan of Bahria Town Phase III-E and IV, 2,999 kanals in Zone 5, approved on 18-12-2010. CDA also suspended approval of other Bahria Town cases, calling the company a defaulter of CDA. A Bahria Town official told Dawn: "We will challenge this action before available forums including courts." That is a different scheme in a different zone. Read the Dawn report.

What to do this week

If you own a built house

  • Do not panic-sell on a headline. The reports concern the scheme's expansion and offices, not an order to vacate homes.
  • Find your plot number on the approved layout using our LOP map and note whether it sits in a coloured sector or a white parcel marked as outside the approved plan.
  • Keep your sanctioned building plan, utility bills and possession papers together. CDA directed utilities to follow the approved plan and sanctioned building plans, so these are your evidence.

If you hold a plot or file

  • Check the plot number against the approved LOP before paying another instalment.
  • Ask Bahria Town for written confirmation that your plot is within the approved layout plan. A verbal "it's fine" is not an answer.
  • Hold further payments until you have it, where your agreement allows. Keep every receipt.
  • Run the society through our society checker and compare with the CDA-approved list.

If you are buying a commercial plot or shop

  • CDA alleges that park land under the approved layout was converted to commercial use. Check that your plot is not on land the approved plan shows as a park.
  • A commercial building needs a sanctioned plan. If utilities are connected only against approved plans, a building without them may struggle to get connections.
  • Get the approved plan status in writing before you pay, and compare prices on our commercial plots hub.

Keep your payment until verified. That is not a prediction that anything will go wrong. It is the sensible order of operations when a regulator and a developer disagree in public: check first, pay second.

It depends on the plot. Check your plot number against the approved layout plan, get written confirmation from Bahria Town that it lies inside, and hold payments until then. CDA alleges expansion beyond 12,543 kanals; Bahria Town's response was not found.

No. Dawn reported on 17 September 2026 that CDA cancelled the layout plan of Phase III-E and IV, 2,999 kanals in Zone 5. The Bahria Enclave action is a separate matter in Zone IV, concerning an alleged extension.

The reports say CDA told IESCO and SNGPL to connect only in line with the approved layout plan and sanctioned building plans. They do not report disconnections. Keep your sanctioned plan and bills safe, and watch for any follow-up.
