The honest headline first: in August 2026, building a standard double-storey house in Islamabad
costs roughly PKR 2,650–3,500 per sq ft for the grey structure and lands between
PKR 7,000–8,800 per sq ft turnkey at A-category finish — with luxury builds running
PKR 10,000–15,000+. Construction-company blogs quote wildly different totals because they assume different
covered areas and finish grades, then funnel you to a quote form. Below is the version with the assumptions shown,
plus the Bahria-Enclave-specific fees and rules the city-wide calculators never mention.
The three numbers that decide your total
- Covered area. A double-storey 5 Marla house in this market typically builds
1,800–2,200 sq ft across two floors; a 10 Marla roughly 3,200–3,500 sq ft; a 1 Kanal
4,000–4,500 sq ft. (Some 2026 blogs quote a 5 Marla at barely 1,000 sq ft — that is a single floor,
not a house. Watch which number a quote is built on.)
- Grey structure rate. PKR 2,650–3,500/sq ft in Islamabad as of mid-2026. Basement
excavation and waterproofing add PKR 800–1,400/sq ft where you build one.
- Finish grade. Standard finishing runs roughly PKR 2,200–5,500/sq ft depending on
source and spec — the spread is that wide because “standard” means different tiles, different
wood and different bathrooms to different builders. Premium finishing: PKR 6,500–8,500/sq ft.

What the city-wide calculators skip: Bahria Enclave’s own layer
- Map approval comes first and is not free. Design/approval fees run from ~PKR 165,000 (5 Marla)
to ~PKR 330,000+ (1 Kanal), plus CDA submission and facilitation charges — the full schedule with fees is in our

- Boundary wall to DPC level first. Bahria requires the boundary wall built to damp-proof-course
level and inspected before main construction starts — budget it as a separate first phase.
- Elevations are controlled. Gate design, boundary wall, exterior finishing material and window
frames must follow the society’s approved elevation standards. You choose your interior; the street face is
regulated.
- There is no approved-contractor list. Quality control is explicitly the owner’s problem,
not the society’s — which is exactly why the covered-area and finish-grade assumptions above matter
before you sign with anyone.
Material rates driving the 2026 numbers
Cement stood at roughly PKR 1,390–1,560 per 50 kg bag in the
Islamabad–Rawalpindi market in mid-August 2026, and steel (saria) at PKR 258–265/kg
(Grade 40 vs 60). Labour on a mid-size build runs roughly 12–15% of total cost. These three move your quote
more than anything a contractor says in a meeting — a written quote should state the cement brand, steel grade
and the per-sq-ft rate it is priced at.
Land + build vs buying built
A 5 Marla plot in Sector B-1 (asking PKR 1.35–1.60 Cr) plus a standard build (~PKR 1.10–1.40 Cr)
lands at roughly PKR 2.5–3.0 Cr all-in over 12–18 months. Built houses in developed
sectors often list below that replacement cost — but you inherit someone else’s grey structure,
plumbing and shortcuts. Our standing rule: buy built only with a structure inspection; build only with the
covered-area maths above in writing.
