Same corridor, same jurisdiction (RDA, not CDA), two very different questions. Capital Smart City's problem is which parcel you are shown — the original Chahan land carries an RDA approval, but two further "phases" marketed under the identical brand sit on RDA's own illegal list, one with an active FIR and a sealed site office. Blue World City's problem is simpler and harder: RDA's own current register calls the whole scheme illegal, and a dealer-repeated claim that a court ordered the NOC restored has no primary source we could find. Neither of those is this site's opinion — both are RDA's own words, read directly on 3 September 2026. Here is the record, side by side, with the FBR value and the dated asking prices underneath it.

Which one, for whom — and where we will not pick a winner

The record here does not support a single "better" answer, and printing one would be dishonest. What it supports is matching the specific risk to what you can verify:

  • If you want the RDA-approved Chahan footprint specifically — not Phase-III, not Phase II, not the Extension — Capital Smart City's original scheme is a real, tradeable market (165 live listings) sitting inside a 7,376-Kanal RDA approval. That only holds if your plot's mauza and survey number are confirmed inside that footprint, in writing, before any token.
  • If legal certainty on the whole brand matters more than price, Blue World City is the harder case: its current RDA status is illegal, full stop, and the only counter-claim (a court order restoring the NOC) is dealer talk we could not source anywhere primary.
  • If the airport-corridor pitch itself is the draw, price both against the routed distance, not the brochure: Capital Smart City is 25.4 km / ≈34 min from the airport; Blue World City is 36.5 km / ≈48 min. Neither is the "5 to 7 minutes" some marketing repeats.
  • Do not decide on the brand name in either case. "Capital Smart City" and "Blue World City" are both marketing labels stretched across land parcels with different legal answers.

Verify before you pay

Both of these are Rawalpindi Development Authority (RDA) schemes, not CDA schemes — our own Islamabad Society Checker tool covers CDA's two public registers (approved and illegal) for CDA-jurisdiction land in Islamabad.   • Which mauza and phase, exactly? “Capital Smart City” alone covers at least three different parcels with three different legal answers on RDA's register.
  • Is it Phase-III, Phase II or the Extension? If yes for Capital Smart City, that land is on RDA's illegal list with an active FIR on Phase-III.
  • For Blue World City: ask to see the actual court order — case number, date, court — if anyone claims the NOC issue is resolved. A paraphrase is not a document.
  • What is the FBR value for your specific plot, by mauza? Blue World City has no row at all in the 457-page Rawalpindi table under any name we searched.
  • What is the real drive time to the airport, door to door? Time it yourself rather than take either brochure's word for it.

There is no single answer, because the two carry different kinds of risk. Capital Smart City's original Chahan land is RDA-approved (7,376 Kanal), but two further “phases” marketed under the same brand — Phase-III and Phase II/Extension — are on RDA's own illegal list, with an active FIR on Phase-III. Blue World City's entire current RDA record reads illegal, and the dealer claim that a court restored its NOC has no primary source we could find. If you are shown the approved Chahan parcel with the mauza confirmed in writing, that is a materially different position than either scheme's illegal-listed land. Ask which specific parcel you are being offered before comparing prices.

Dealer pages describe a court order that supposedly restored the NOC and put it “under process” — we looked for that order in RDA's own record and in reputable press and could not find it. If a seller tells you otherwise, ask for the case number, the court, and the document itself, not a summary.

The original scheme is: RDA's register shows Capital Smart City approved over 7,376 Kanal at Chahan, last updated 12 May 2026. But “Capital Smart City Phase-III” and “Phase II” / “Extension” — marketed under the identical brand on different mauzas — are separately listed as illegal on RDA's own register, and RDA referred Phase-III to a federal cybercrime agency in a letter dated 23 July 2026. One brand, three parcels, two different answers — ask which one you are shown.
